The Riverside County Department of Housing & Workforce Solutions (HWS) Workforce Development Division is seeking a Development Specialist II (Career Coach) who will be assigned to the Career Services Team in Riverside.
The incumbent will perform various tasks related to career coaching including Interviewing applicants for special employment programs to determine eligibility based on income employment status education experience job interests and other factors related to program relation to the employment programs the employee will assess suitability to the programs and identify and refer applicants to the appropriate resources. They will also be responsible for maintaining client contacts to monitor and assess progress provide counseling provide other employment related information such as training programs organizations and other resources in their community conduct routine testing and assessment to recommend more training options and develop client employment and training plans ensure client case files and records are updated and reviewed compile statistical reports on intake and related activities and compile and prepare routine statistical and narrative reports and correspondents.
**This position will require driving throughout Riverside Countys desert region for various meetings workshops and info sessions.
The most competitive candidates will have experience and knowledge of local labor markets social services programs state regulations regarding eligibility and enrollment process for employment programs. Incumbents will also have experience maintaining a caseload and performing interviews to determine eligibility for various employment related programs.

The Housing and Workforce Solutions Department (HWS) is comprised of 6 Divisions: Community Action Agency Continuum of Care Riverside County Housing Authority Grants & Community Development Workforce Development and HWS Administration. The mission of HWS is to enhance the economic position of the county and its residents improve the quality of life encourage business growth build a positive business climate develop a trained workforce improve existing communities offer a variety of housing opportunities and maintain the environment.
Riverside County Workforce Development (WD)is a Division of the County of Riverside Department of Housing and Workforce Solutions (HWS). The Riverside County Workforce Development Board (WDB)provides oversight for the Workforce Innovation and Opportunity Act (WIOA) programs in the county. The WDB acts as a catalyst to provide seamless services among various workforce programs and provides community leadership around workforce issues.
Collect organize and analyze program or project data.
Conduct needs assessment and determine program priorities.
Identify areas of economic housing and community development workforce development and aviation needs; analyze the effectiveness of existing programs in these areas.
Ensure implementation of programmatic organizational administrative budgetary financial and personnel elements of a variety of economic housing and community development workforce development and aviation programs funded by outside and governmental agencies.
Assist in the preparation modification administration and evaluation of funding requests from contractors citizens private agencies and local County and state officials for loan grant funds or rebate incentive programs; analyze and review routine financial loan applications and proposed contracts for adherence to program guidelines and policies.
Project and analyze sources and expenditures of grant and other financing funds.
Assist in implementing public financing bonds grants and programs.
Cooperate with and advise cities chambers of commerce and local non-profit organizations on developing and implementing workforce economic and community development programs for workforce commercial industrial tourist and recreational attraction programs.
Arrange facilities for the staging of various special events conferences and meetings to publicize County developments and opportunities.
Review routine property and equipment lease agreements subcontracts change orders and contract extensions for departments or divisions; submit grant-funded program contracts to County state and federal agencies for approval.
Monitor the budgetary and financial management of community and economic development public facilities and improvement projects; make periodic on-site visits to monitor grant-funded projects.
Participate in coordinating and meeting with agencies technical consultants County personnel and other involved persons to negotiate contract terms work schedules and budgets.
Employment and Training Programs: Assist with the promotion of training programs to gain program support and participation of employers and educators; represent the department at meetings and conferences.
Negotiate routine contracts.
Interview counsel and maintain client cases.
Prepare materials and conduct instructional client workshops.
Serve as liaison between clients and program operators.
Provide technical assistance to individuals groups and employers regarding job and training opportunities eligibility determination intake procedures and business support services.
Conduct on-site visits to engage with employers and provide information about County resources and programs.
Review allocation and encumbrances of project or program operations budgets; monitor program contract compliance; assess and recommend procedure changes; evaluate program performance.
Answer program inquiries.
Perform research or analytical duties in the development of plans projections evaluations recommendations and statistical and narrative reports.

Experience: One year as a Development Specialist I with the County of Riverside.

Education: Graduation from an accredited college or university with a masters degree in business or public administration behavioral science social science political science aviation public policy urban studies education marketing economics environmental sciences geography or a job-related field similar to that utilized within the County of Riverside Office of Economic Development Department of Housing & Workforce Solutions Facilities Management Department or Aviation within the Transportation & Land Management Agency.
OPTION III
Education: Graduation from an accredited college or university with a bachelors degree in public or business administration behavioral science social science political science aviation urban studies education marketing economics environmental sciences geography or a job-related field similar to that utilized within the County of Riverside Office of Economic Development Department of Housing & Workforce Solutions Facilities Management Department or Aviation within the Transportation & Land Management Agency. (Additional professional technical or senior clerical experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development Department of Housing & Workforce Solutions Facilities Management Department or Aviation within the Transportation & Land Management Agency may substitute for the required education on the basis of one year of qualifying full-time experience equaling 30 semester or 45 quarter units of education.)
Experience: One year of professional experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development Department of Housing & Workforce Solutions Facilities Management Department or Aviation within the Transportation & Land Management Agency.
