Action Against Hunger began operations in Nigeria in 2010 in response to the high rate of chronic malnutrition in Northern Nigeria focusing on integrated programming. Action Against Hunger currently implements multi-sectorial humanitarian and development interventions in Northeast and Northwest Nigeria funded by AFD EU/ECHO French Government GAC GFFO SIDA US Government and WAM Foundation.


Action Against Hunger is currently looking to fill the role of Consortium Coordinator whowill be responsible for coordinating the implementation of the RECAP project in Sokoto State Nigeria while ensuring effective representation and collaboration with implementing partners.

Key Responsibilities:

Mission 1: Ensure effective and efficient coordination of the project


Tasks and Responsibilities:

  • Manage and develop the project team: as ensuring that all project staffs have full induction and briefings on projects ensuring that staff and partners are aware of any project changes ensuring staff are aware of Do No Harm and humanitarian principles and other codes of conduct defining objectives and do evaluation of project team.
  • Monitor budget utilization of all consortium partners ensuring that all potential underspend/overspend are highlighted and addressed appropriately.
  • Assist in wider organizational development through learning and proposal: as monitoring and reporting any areas of geographic/sectoral growth for the organization based on field analysis contributing to overall project design.
  • Manage external relations related to the project: as representing ACF in external meetings as requested supporting DCD Program and HODs in sharing evidence of program impact and needs on the ground promoting and defend humanitarian and ACF principles.
  • Ensure project data management and reporting: ensuring development of a data collection and entry plan complete with tools and timeline that is integrated into the PSDs and PIPs ensuring quality production of respective reports.
  • Ensure effective and timely support to local implementing partners: as participating in the local partner selection processes supporting the local partners on program launching and activity planning.
  • Represent the Consortium to national and local authorities and other external partners as well

Mission 2: Ensure good governance and coordination of the project implementation

Tasks and Responsibilities:
  • Ensure compliance with the projects operational governance specifications ensuring a balanced and inclusive representation of all stakeholders.
  • Lead the development of program strategies planning and implementation of program activities while ensuring cohesion among the program components achievement of objectives results and indicators
  • Define and lead a framework for operational functioning steering and governance between implementing partners - according to the defined global vision and the consortium governance and management protocol
  • Build an integrated vision among diverse project components partners and stakeholders with a focus on achieving results
  • In collaboration with the HOD Finance oversee program finances and administration of sub-awards.
  • Coordinate and facilitate information sharing between partners and stakeholders
  • Coordination and facilitation of communication between implementing partners to ensure harmonized and coordinated management of activities;
  • Ensure the integration and cooperation of all project component in the overall implementation strategy for RECAP project.
  • Take into account the recommendations made by the relevant technical experts in connection with RECAP project and make sure the necessary action is taken and followed up
  • Prepare coordinate and lead operational and Senior Steering committees meetings
  • Coordinate with partnership manager and the relevant department to ensure and strengthening the capacity of local partners;
  • The implementation of the projects partnership approach (building balanced partnerships its monitoring and regular evaluation);

Mission 3: Support the implementation and ensure the timely and quality reporting of the project

Tasks and Responsibilities:
  • Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget including strategies for phase out and sustainability. Ensure coordination between program and operations leads. Ensure ACF program quality standards are adhered to per Monitoring Evaluation Accountability and Learning (MEAL) policy and procedures
  • Planning and monitoring the implementation of the project activities its evaluation and its internal and external accountability - by putting in place the necessary mechanisms for project planning and management (meetings tools etc.);
  • The implementation of the territorial approach of the project and the good coordination and integration between and within the project components;
  • Feedback of information bottlenecks and issues in the area of intervention
  • Validation of key milestones and implementation methodologies in coordination with the partners
  • Timely consolidation review and validation of internal (quantitative/narrative) and donor reports as well as project adjustments with the contribution of the implementing teams and NGOs;
  • The consideration of cross-cutting themes particularly gender throughout the process of project implementation;
  • In liaison with the Consortium MEAL Manager ensure the implementation of the monitoring and evaluation framework: monitoring of activities (collection centralization feedback and verification of data) measurement of results (baseline surveys) and impacts iterative evaluations etc. ;
  • More specifically the implementation and budgetary monitoring of activities under its direct responsibility (steering committees advocacy) in relation with the teams of the component concerned.

Mission 4: Ensuring Quality and Accountability of the project

Tasks and Responsibilities:
  • Undertake and coordinate field missions/visits to assess the conditions of implementation of activities;
  • The technical compliance of the project with the international technical rules guidelines and standards defined jointly by the country office;
  • Encourage the overall quality of project implementation in order to maximize impact in particular by supporting the deployment of the Core Humanitarian Standard (CHS) within the project with partners;
  • Actively promote meaningful community participation and consultation at all stages of the project cycle;
  • Reporting any major difficulties encountered in implementing the recommendations and / or the necessary adaptation measures.
  • Ensuring with the support of relevant staff and partners that functional and accessible complaints and response mechanisms are in place and that feedback and complaints are well received and addressed;
  • With the support of the Consortium MEAL Manager create favorable conditions to ensure the implementation of the continuous capitalization and learning process within the project (exchanges lessons learned management of the knowledge produced) under the guidance of the regional office
  • Ensure compliance with EU FPI rules and regulations particularly with respect to financial and grant management

Mission 5: Communication advocacy representation and external coordination

Tasks and Responsibilities:
  • Coordinate relationships with consortium partner organizations including organization of review/planning workshops. Coordinate the roles and activities of staff from other consortium member organizations in implementation in line with ACF partnership principles.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing ideas solutions and difficulties and the capacity to detect analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for ACF and partner staff and ensure the design and delivery of high-quality training and technical assistance.
  • Promote uphold and model a commitment to the efficient use of agency and donor resources. Ensure compliance with grants including financial tracking and oversight of partner budgets finance and administration. Approve program expenditures budget adjustments and cost modification requests to donors.
  • Represent Counterpart and the Program before EU local and national governmental authorities local CSO partners and community organizations.
  • Ensure the timely development and operationalization of the projects advocacy and communication strategy with the support of consortium members.
  • Coordinate the collection of information and testimonies/success stories to be shared timely with relevant stakeholders and donors
  • Ensure communication with donors in coordination with the implementing organizations and according to the defined operating framework;
  • Ensure representation of the project (directly of via implementing organizations) at relevant public events/activities and coordination forums and report back to consortium members on key decisions and outcomes;
  • To ensure the continuous mapping of key actors within the scope of the project (geographical and thematic) and to promote the coordination/complementarity of the project with other actors as well as experience sharing;
  • Develop and maintain a network of good external relations with local and traditional authorities sectorial ministries at State level (and Federal level when relevant);
  • Identify and propose operational academic institutional or private partnerships to implementing partners
Mission 6: Human resources training and capacity building

Tasks and Responsibilities:
  • Participate in the recruitment and integration of project staff in consultation with the implementing organizations;
  • Plan with line managers the induction and briefing of new project staff;
  • Manage staff under direct supervision within the Consortium Coordination Unit to create an enabling environment for the effective implementation of project activities.
  • Ensure operational supervision of the projects senior staff and contribute to their evaluation and action plan - in consultation with the implementing organizations;
  • Contribute to the overall design of a capacity building plan for the staff involved in the project in consultation with the implementing organizations;
  • The efficient composition of the Human Resources of the project implementation unit;
  • Encourage gender mainstreaming during all recruitment processes for partner staff and during project implementation.

Additional Responsibilities

Position Requirements:
  • Post graduate degree (Masters orabove) in Project Management/Development (priority) or in Advocacy Humanitarian Studies International Relations or Political Science
  • Minimum of 5 years experience coordinating humanitarian peacebuilding or development activities in complex insecure or relatively isolated environments
  • Proven experience supervising technical teams including work within or management of a consortium
  • Advanced knowledge of donor guidelines particularly EU procedures with strong understanding of project compliance requirements
  • Fluency in English with strong communication and coordination skills
  • Experience working in Sokoto State or similar operational contexts
