Action Against Hunger began operations in Nigeria in 2010 in response to the high rate of chronic malnutrition in Northern Nigeria focusing on integrated programming. Action Against Hunger currently implements multi-sectorial humanitarian and development interventions in Northeast and Northwest Nigeria funded by AFD EU/ECHO French Government GAC GFFO SIDA US Government and WAM Foundation.

Action Against Hunger is currently looking to fill the role of a Monitoring Evaluation Accountability and Learning (MEAL) Manager whose primary role is to lead the implementation of the consortiums MEAL strategy. The role involves developing MEAL tools deploying the strategy in the field coordinating with consortium members and partners on the EU FPI Project and building the capacity of field teams. The post holder will ensure donor compliance integrate M&E and accountability systems and uphold ACF standards while fostering team cohesion within the MEAL team.

Key Responsibilities:


Mission 1 : Coordinate and provide technical and methodological support to the development of the MEAL strategies for the definition organization and implementation of ACF/EU FPI MEAL system.

Tasks and Responsibilities:

• Ensure appropriate utilization of the already setup MEAL systems to guide project start-up implementation adjustment accountability and learning in compliance with ACFs MEAL Guidelines and Minimum Requirements for MEAL
• Contribute to the development of the consortiums national MEAL strategy in coordination with the technical teams consortium members the Northwest Area Coordinator and under the technical guidance of ACF MEAL HOD.
• Ensure the development and implementation of the programs MEAL framework (Monitoring and Evaluation Plan)
• To contribute to the development improvement and harmonization of MEAL tools to facilitate data collection the monitoring of activities the evaluation of results obtained and the capitalization of the programs achievements and learning
• Promote the smooth flow of MEAL information between the consortium partners according to a pre-established communication circuit and hence the team cohesion of the consortium members.
• Plan and coordinate MEAL activities throughout the life of the programme and compile the information gathered using the appropriate tools
• Organizing and facilitating information and training sessions on MEAL and related topics to the consortiums field teams.
• Oversee the projects feedback and complaints mechanisms and produce monthly and quarterly consolidated national reports.
• Take an active part in the learning framework promoting the sharing of experience and practices between UR FPI MEAL managers (learning workshops cross-visits discussion forums etc.).

• Development of Terms of References for monitoring evaluation accountability and learning activities.
• Ensure timely and quality data collection inclusive of needs assessments household registration baseline/endline surveys PDMs and any other data collection exercise needed by the programme showing understanding and leadership with different data collection methodologies.
• Ensure monthly update of the reporting tools (tracking sheet Dashboard) of the EU FPI project.
• Lead the compiling of quantitative and qualitative indicators analysis and reporting on the basis of the EU FPI projects reporting schedule.
• Undertake regular site visits and monitor the design and execution of surveys and other assessments case studies and accountability mechanisms to ensure that proper sampling and methodology are used.
• Establish a process of mapping of territorial area of interventions (on regular basis calendar). Report and communicate all information related to context analysis and approaches put in place.
• Participate in the elaboration of methodologies and tools to facilitate national and operational Steering Committee sessions at country level
• Participate in/support technical capitalization activities initiatives research and national or cross-border studies carried out as part of the programs capitalization
• Support teams to pilot data collection tools and integrate the findings into the final tools by providing feedback/error reports to the Project Coordinator and MEAL HOD.
• Coordinate participatory processes at country level (involving partners / stakeholders) for the identification of the topics for research-action; research and learning activities at country level to ensure consistency
• Identify potential partners for research (universities and research institutes) in the country and initiate a good relationship and collaboration in the framework of research. Coordinate all activities related to consultation and census of studies (Internet universities / Institutes) on the context.
• Identify and document the relevant case studies: video/photos on good practices lessons learnt with MEAL HOD on monthly basis
• Hold regular consultation meetings with Programme Managers (PMs) and Technical Advisers on the application and monitoring of technical quality indicators for projects.

• Ensure the preparation and organization of the quarterly reviews meetings of EU FPI project with the field /operational teams and partners;
• Organize regular meetings with the field staff/technical team and partners on data collection and information sharing related to indicatorsof the logical framework.

• Conduct all duties in a professional manner following ACF Nigeria mission staff regulations ACF mandate and charter including promotion of gender equality.

• Degree in Economics International Development Agriculture Statistics Public Health Project Management Demography Monitoring and evaluation or related subjects
• Minimum of 3 years of M&E experience including at least 1 year in a managerial role
• Strong knowledge of project cycle management and experience in community development programming preferably in food security economic recovery and cash transfer
• proven ability to develop and implement communities of practice lead research strategies and design MEAL tools
• Skilled in facilitating training workshops (planning tool development capacity building) and applying participatory fieldwork methodologies
• Excellent organizational planning analytical and synthesis writing skills
• Proficiency in Excel spreadsheets and statistical software (e.g. SPSS SPHINX) and experience with mobile data collection platforms
