GENERAL DEFINITION:
|
This is managerial work in ensuring the completion of a major County Construction Project with an anticipated construction period of approximately one (1) year or more. The position in this class assists higher level management in coordinating monitoring controlling reporting documenting and communicating on all major components of a County construction project. Work includes the assurance that technical specifications are met insuring that direct costs do not exceed the amount allocated target dates are met adequate resources are available and proper responses are developed for changes in technical specifications. The position in this class is differentiated from those in related classes by the level of responsibility and the coordination and over site of the major construction project. Position in this class reports directly to a higher level Lehigh County Manager.

Provides information for the planning of the project organization; collects data and conducts analysis of the data; participates in the master planning process; overviews the schematic design; provides liaison with government officials; assures obtaining of proper permits and/or code review; processes grant applications necessary for the completion of the project and coordinates media relations to assure proper communication of the project to the public.
Participates and provides input into the architectural design; prepares and monitors project budget; develops cash flow projections and project control systems; participates in sight surveys and geotechnical analysis; assures safety and health care requirements are properly addressed; plans and develops specifications and cost estimates; assures compliance with grant or financial conditions and requirements; coordinates ancillary efforts and assures permit/code compliance.
Participates in contract development and approval; develops bidder list programs and coordinates with proper authorities; reviews contract documents and architectural estimates; coordinates bidding and required advertising processes; conducts pre-bid conferences and negotiates and evaluates submitted bids; obtains agency approvals and participates in the awarding of contracts and contract execution.
Confers with architects and planners in site preparation; coordinates with risk manager assuring adequate insurance coverage; approves shop drawings and related plans; supervises construction by conducting field visit meeting with field office staff; verifies operations inspections; prepares weekly and monthly reports for submission to proper authorities; assures compliance with equal employment opportunity laws and other State Federal or Local regulations; maintains records control of financial matters claim procedures reimbursements; assures compliance with bond conditions and other legislated requirements monitors labor relations activities; coordinates among agencies assures proper use of equipment and supplies; conducts final inspections.
Documents transition of post construction information maintains closed files and provides audit assistance.
Performs related work as required.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

Thorough knowledge of the principles and the practices of engineering as applied to land utilization and construction development of solutions to construction problems or other construction problems; ability to plan organize and direct work of subordinates and contractors; ability to maintain effective working relationships with others; sound professional judgment; ability to express oneself clearly and concisely orally and in writing; knowledge of all types of building construction materials and methods and stages of construction; knowledge of possible violations and defects which may be observed and corrected; good working knowledge of County State and Federal building and construction codes and related laws and ordinances; ability to detect structural and other faults; ability to read and interpret plans specification and blue prints of complex nature quickly and accurately and to compare them with construction in process; ability to determine priorities when appropriate; ability to suggest modifications which will bring structure into conformance with County objectives; ability to contact contractors and the public and effect satisfactory working relationships.
ACCEPTABLE TRAINING AND EXPERIENCE:

Education equivalent to the completion of a bachelors degree program with major course work in engineering project management or a closely related field.
Five (5) to six (6) years of experience providing knowledge of all types of building construction materials and methods and stages of construction. Some knowledge of Local County and State building and zoning codes and related laws and ordinances; significant experience in the management of budget control systems and the development of planning processes; knowledge of supervisory techniques and legislative and executive coordination and communication processes.
Or any equivalent combination of acceptable training and experience which has provided the knowledge skills and abilities listed above.
