Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Our Extensions department within the Capital Projects Group GO/UP division is looking for a Manager Project Delivery to join the team! You will manage a team of staff and service providers to deliver capital railway transit infrastructure projects encompassing the planning design procurement construction and commissioning and handover phases and in accordance with approved timelines budget and safety and quality standards.

What will I be doing
  • Manage relationships with external consultants contractors and vendors to ensure performance and products/services meet contractual agreements.
  • Lead the team by example by following best practices with respect to project management controlling scope budget schedule and quality.
  • Analyze work activities to identify opportunities for efficiencies and recommend solutions.
  • Consult with provincial ministries municipalities external authorities Class 1 railway partners private companies and the public to facilitate the advancement of capital projects.
  • Manage capital corridor infrastructure projects through all stages of scope definition tender design construction and close.
  • Monitor project safety to mitigate risk ensure compliance with policies and procedures and initiate improvements resolutions and/or preventative measures
  • Integrate corporate requirements commitments and initiatives into projects including but not limited to design and construction requirements environmental assessment conditions Railway requirements municipal commitments Passenger Charter Community Charter design excellence and property acquisition conditions.
  • Review technical advisors consultants and service providers submittals and makes recommendations for proposed projects consistent with strategic plans and business objectives.
  • Conducts regular site meetings to discuss progress and resolve issues
What Skills and Qualifications Do I Need
  • Completion of a degree in Engineering or a related discipline or a combination of education training and experience in railway industry/projects deemed equivalent.
  • Demonstrated experience in planning tender design and construction commissioning and handover of heavy rail transit facilities station buildings & parking infrastructure and/or Railway track & structures including direct experience managing railway corridor infrastructure projects Railway service planning deliverablesand assurance of heavy passenger rail transit systems in an urban environment and/or brown field.
  • Understand theories principles and practices of civil and railway construction in an active railway corridor.
  • Strong project and business management skills to manage design and construction projects from start to completion; knowledge of procurement processes to identify opportunities for improvements and cost savings schedule and risks management skills to ensure project progresses as planned and budget management skills to pan and monitor departmental budgets.
  • Knowledge of Progressive Procurement Delivery including Construction Manager at Risk Contract Law the Occupational Health and Safety Act Environmental Assessment Act and the requirements of the transit/Railway construction standards and procedures.
  • Valid Professional Engineering (.) license recognized by the Professional Engineers of Ontario (PEO) CET (Certified Engineering Technologist) (Certified Technician) or equivalent qualifications would be an asset.
  • Knowledge of System Engineering and Safety Assurance processes is an asset
  • Ability to coach mentor and manage a team of technical project professionals.
  • Problem solving and analytical skills to evaluate and address contractor and supplier performance issues and recommend plans for improvement.
  • Interpersonal and oral/written/presentation skills to liaise with all levels within the organization and on construction sites.
  • Strong administration experience including the ability to write memos and develop comprehensive business cases.
  • A valid Ontario Class G drivers license is required to travel to various site locations meetings operational facilities etc. (approximately 10%-20%). Must meet and maintain the corporate standard for a good driving record
