Currently involved in some of Canadas largest infrastructure projects ACCIONA delivers solutions that contribute to the economic and social progress of the communities in which it operates.
The Buyer is responsible for overseeing the procurement process to ensure the timely and cost effective acquisition of materials and services required for project operations. Key responsibilitiesinclude researching and evaluating potential suppliers managing bid evaluations and negotiationsand executing purchase orders while ensuring compliance with company policies and standards.
The Buyer collaborates closely with suppliers technical teams and site personnel to meet projectrequirements schedules and quality expectations. Additionally the Buyer monitors vendorperformance maintains accurate purchasing records generates reports and supports theresolution of procurement-related issues to drive continuous improvement in the procure-to-payprocess.
Responsibilities:
- Research and identify potential suppliers capable of supplying materials and/or servicesrequired for the project.
- Lead the bid evaluation selection negotiation execution of purchase orders and delivery ofmaterials and services required in support of BSP operations. Ensure that purchase orderterms and conditions incorporate technical schedule and quality and BSP terms andconditions as required.
- Act as liaison between Suppliers site personnel technical leads and construction managers inrespect to materials and services requirements to ensure that technical requirementsschedules and cost targets are fully achieved.
- Perform evaluations of potential suppliers including researching historical performance andfinancial strength and validate supplier references through contact with previous customers.
- Ensure that purchase orders are approved in accordance with policies and execute thepurchase orders in an accurate and timely manner. Accountable for driving toward a zeroexception procure to pay process. Responsible for the complete life cycle of purchase orders.
- Expedite suppliers as required to ensure on-time delivery of material and completion ofservices.
- Manage Need Requests from assignment through to delivery to site. Maintain accurate records
of all purchase related documents and maintain and organize related filing systems.
Compiling and creating reports related to purchasing activities including vendor performanceKPIs vendor scorecards and reviews and supporting the resolution of any issues that mayarise.
Other miscellaneous purchasing related requirements as required
Work Conditions
- Travel Requirements: Occasional travel may be required for supplier evaluations contractnegotiations and meetings.
- Work Environment: A mix of office-based and on-site work depending on project needs
Required Skills and Competencies
- Professional certification or training through an accredited procurement society such as theSupply Chain Management Association of Canada (SCMP) or The Logistics Institute (P. Log.)would be an asset.
- A minimum of 5 years of sourcing bid evaluation negotiation and execution of various types ofpurchase agreements as part of a Procurement organization in a construction environment.
- Strong procurement skill set/knowledge of competitive bid processes procurement bestpractices and market conditions.
- Experience working from bills of quantities in a construction environment
- Previous experience is the acquisition of major equipment raw materials fabricated materialsbuild-to-specification materials and commercial-off-the-shelf (COTS) products used in used inmajor capital construction
- Previous experience working alongside technical teamsStrong customer service focus and interpersonal skills.
- Proven track record of working with procurement software systems would be asset.
- Excellent communication skills both written and verbal.
- Strong organizational skills. Sound knowledge of MS Office suite including Word Excel andPowerpoint.
