Reporting to the Procurement Manager Senior Buyers are professionals that perform the full-cycle of
procurement activities for all levels of complexity and risk with the majority of activities within the
intermediate to high complexity range. Elevate your procurement career by leading high-impact complex projects that shape our city. You will drive the end-to-end procurement lifecycle for diverse projectsranging from major infrastructure like LRT construction to essential consulting services.
In this role you will lead a portfolio and exercise professional judgment and procurement expertise to ensure transparency integrity and best value. This is a high-visibility role where your ability to collaborate with internal partners and navigate intermediate to high-complexity RFx processes will directly impact the communitys growth and success.
What will you do
- Liaises and consults with business partners in assigned portfolio to proactively prioritize and plan ahead for anticipated procurement activities partners procurement needs
- Provides multifaceted advice to business partners on procurement procedures methods and approaches
- Advises business partners on public procurement principles and practices trade agreements and public procurement law
- Collaborates leads and facilitates interactions with business partners and Procurement staff to develop appropriate sourcing strategies for intermediate to high complexity and high risk procurements including non-competitive invitational and competitive processes
- Proactively works with business partners to promote competitive processes where appropriate
- Provides advice for non-competitive procurements
- Consults or works in conjunction with other subject matter experts such as Law Corporate Access & Privacy Risk Management Information Technology Finance
- Considers corporate perspectives and issues when planning procurement activities;
- Conducts market and internal research and analysis using tools and resources in support of RFx to ensure the best procurement method sourcing approach and value for the City
- Reviews requirements description and scope of work and recommends improvements to business partners
- Works with business partners to compose RFx documents develop evaluation plan criteria weightings process strategies submission and contractual requirements and manages the RFx process
- Manages business partner relationship with assigned portfolio
- Manages debriefs and interactions with suppliers

- Completion of a University Degree (Bachelors or higher) in a related discipline such as public administration public policy supply chain management business or project management and four (4) years of relevant full-time work experience which include a minimum of three (3) years in a procurement environment performing end to end procurement responsibilities
- OR Completion of a two-year post-secondary diploma or associate degree in a related discipline such as public administration public policy supply chain management business or project management and six (6) years of relevant full-time work experience which include a minimum of three (3) years in a procurement environment performing end to end procurement responsibilities.
- Completion of a Supply Chain Management Professional (SCMP) designation from the Supply Chain
- Management Association (SCMA) or a Certified Public Procurement Officer (CPPO) certification from the Universal Public Procurement Certification Council (UPPCC) or equivalent designation is considered an asset
Skills required for success:
- Knowledge of and experience with various design and construction delivery methodologies and their associated procurement contracts is an asset
- Comprehensive knowledge and understanding of public procurement practices policies procedures tender and contract law trade agreements and various procurement and sourcing strategies
- Comprehensive knowledge and understanding of RFx methods and approaches
- Knowledge of category management and strategic sourcing methodologies and approaches
- Knowledge of project management methodology and approaches
- Knowledge of Google Suite Applications (Gmail Sheets Docs Slides) and Microsoft Office (Word Excel)
- Excellent computer skills; ability to learn utilize and update various databases programs and ERP systems such as SAP and Oracle
- Excellent organization and time management skills
- Excellent listening verbal and written communication skills
- Excellent customer service skills
- Strong leadership skills required to provide coaching and guidance
