JOB SUMMARY

The Deputy Director of the Wayne County Department of Health Human and Veteran Services (HHVS) plays a critical leadership role in supporting the Department Director and providing strategic and operational oversight of multiple divisions within the department. This position is responsible for ensuring alignment with departmental goals driving performance and supporting cross-divisional coordination.

Key responsibilities include translating the Directors goals and objectives into actionable strategies for each division monitoring and supporting programmatic and fiscal performance and ensuring compliance with applicable policies procedures and regulatory standards. The Deputy Director also plays a lead role in overseeing internal administrative operations cross-functional initiatives and performance improvement efforts across HHVS.

REQUIRED TASKS

  • Strategic Leadership & Oversight
    • Provide day-to-day leadership and oversight to HHVS divisions.
    • Translate the Directors vision and strategic priorities into divisional work plans and performance objectives.
    • Promote interdivisional collaboration to strengthen service delivery improve outcomes and maximize resources.
  • Program and Operational Management
    • Monitor divisional program performance and effectiveness ensuring alignment with departmental goals and regulatory standards.
    • Support the development implementation and evaluation of programs policies and procedures across divisions.
    • Address operational issues and coordinate solutions to improve efficiency and service quality.
  • Fiscal Oversight and Resource Management
    • Collaborate with division leads to monitor and manage budgets grants and financial performance.
    • Ensure fiscal accountability and compliance with local state and federal funding requirements.
    • Participate in strategic planning for resource allocation and sustainability.
  • Stakeholder and Community Engagement
    • Represent the department in meetings with internal and external stakeholders including government agencies community organizations and Wayne County Commissioners.
    • Build and maintain relationships to support collaborative partnerships and community trust.
    • Assist with public messaging and communication strategies as needed.
  • Personnel Management and Staff Development
    • Support the recruitment supervision and evaluation of division leadership staff.
    • Promote a positive and inclusive work culture that values continuous learning collaboration and accountability.
    • Identify training and professional development opportunities for staff growth and leadership readiness.
  • Special Projects and Departmental Initiatives
    • Lead or coordinate high-priority initiatives or cross-divisional projects as assigned by the Director.
    • Assist in crisis management emergency response coordination or urgent departmental needs.
    • Serve as acting Director in the Directors absence if designated.

JOB QUALIFICATIONS

Educational Requirement

  • Masters degree from an accredited college or university in Public Administration Public Policy Health Care Administration Health Sciences or a related field such as Medicine or Nursing.

Experience Requirement

  • A minimum of (5) years of executive or senior administrative (operational) experience in the areas of Public Health Mental Health or other Human or Social Service.
  • Documented experience in strategic planning operational oversight program development and fiscal management.
  • Documented experience in building cross-sector partnerships and working collaboratively with community organizations healthcare systems and government agencies to advance public health and human service outcomes.
