About the Role
We are seeking a Senior Technical Director to lead enterprise architecture modernization strategy and technical governance for the HHS grants ecosystem including GrantSolutions and TAGGS. This role drives transformation to reduce O&M costs modernize legacy systems and enable secure interoperable platforms aligned with Zero Trust Federal Data & AI Strategy and OMB mandates.
Key Responsibilities
- Conduct architecture and operations reviews to identify legacy constraints and modernization priorities.
- Develop a unified technical vision and multi-year roadmap for grants systems.
- Define and govern enterprise architecture frameworks reference designs and solution standards.
- Oversee data and AI architecture ensuring compliance with Federal interoperability and trustworthy AI principles.
- Establish cost-optimization strategies targeting 30% reduction in operations and maintenance (O&M) costs.
- Provide technical oversight for modernization vendors CI/CD standards and quality assurance practices.
- Advise leadership on investment decisions governance and risk management.
- Drive stakeholder engagement adoption strategies and performance oversight across agencies.
Qualifications
- 10 years in enterprise modernization and technical leadership; 5 years in senior architecture roles.
- Expertise in cloud-native architectures Zero Trust DevSecOps and data/AI platforms.
- Proven success in cost optimization and portfolio rationalization in Federal environments.
- knowledge of HHS IT strategy OMB policy and EPLC governance preferrewd
- Exceptional communication and stakeholder alignment skills.
- Bachelors degree in Computer Science or related field; Masters preferred.
