MHBE is accepting applications for an Exec VIII/Director of Policy & Plan Management.

The Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection the States health insurance marketplace under the Patient Protection and Affordable Care Act of 2010 (ACA).

MHBE works with the Maryland Department of Health Maryland Insurance Administration Department of Human Services and stakeholders statewide.

Main Purpose of Job

The Director Policy & Plan Management serves as a member of the Exchanges senior management team responsible for shaping organizational strategy and long-term planning.

The Maryland Health Benefit Exchange (Exchange) is an independent public corporation charged with implementing important elements of federal and state health reform legislation and the provision of affordable healthcare insurance.

The Director is responsible for the development of a cohesive policy and plan management department through establishment of clear expectations consistent reinforcement of goals and objectives and ongoing coaching to help achieve individual departmental and agency success.

This is an Executive Service position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

20%- Lead efforts to research analyze and implement federal and state legislation regulations practices and programs associated with the Affordable Care Act in general and operations of MHBE in particular in order to advance MHBEs mission and maintain compliance with state and federal law.

20%- Direct and conduct policy analyses related to MHBE operations and strategic planning and oversee implementation of MHBE affordability programs including the State Reinsurance Program and State Premium Subsidy Program and implementation of small business programs. Lead efforts to develop policy regulations and legislation pertaining to the Exchange and present policy recommendations to the staff and MHBE Board of Trustees. Identify emerging trends in the market both locally and nationally with regard to health reform and health insurance. Ensure effective administration of MHBE affordability and small business programs. Coordinate and oversee actuarial modeling to support recommendations to the Board on design of affordability programs

20%- Lead MHBEs Plan Management including insurer and plan certification guidance and coordination. Implement standards policies and processes in areas including including insurer and plan certification insurer onboarding and offboarding and compliance oversight lead the development of carrier-facing policy and operational guidance and facilitate effective communication between MHBE departments and insurers.

20%- Coordinate with federal and state legislators other state agencies and key stakeholders involved in the implementation of federal and state health reform. Represent the Exchange at local state and national health policy forums as appropriate. Support stakeholder groups such as the Standing Advisory Committee with policy guidance and oversight.

20%- Foster exceptional agency culture and team productivity through clearly defined goals tied to agency strategic plan support of staff professional development and consistent communication and oversight.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.

Experience: EIGHT years of professional experience in one or more of the following areas: the development analysis or implementation of health insurance policy; health insurance operations; government relations or legislative affairs related to health coverage; or health insurance or health coverage advocacyand FIVE years of strong leadership experience managing programs or departments with a record of setting strategic direction developing staff and fostering a collaborative high-performance culture.

SELECTIVE QUALIFICATIONS

  • At least FIVEyears of experience in policymaking roles requiring knowledge of the Affordable Care Act state health reform initiatives or health insurance regulation. Experience working with state or federal elected officials on health policy and legislation may count towards this experience
  • Exceptional analytical strategic thinking and communication skills with the ability to translate complex policy issues into actionable recommendations for leadership.
  • Proven ability to manage stakeholder engagement activities and maintain productive relationships with stakeholders.
  • Experience representing an organization in public forums and effectively communicating policy positions to diverse audiences at the local state and national levels.
  • Experience working with state or federal legislators. Experience may include liaising with legislators and their staff testifying before legislative committees or collaborating on drafting legislation.
  • Experience analyzing health insurance premium or enrollment data.
  • Familiarity with Affordable Care Act premium rating rules risk adjustment and state reinsurance programs
  • Familiarity with Medicaid policies and health coverage for MAGI Medicaid Members
