Job Summary

The State of Montana has a decentralized human resources (HR) system. Each agency is responsible for its own recruitment and selection. Required Knowledge Skills and Abilities:

  • Knowledge of the concepts and theories of human resource administration to include: labor law; organizational analysis; research and analysis practices; training and needs assessment methodologies; instructional methods and evaluation processes; investigative practices; labor relations and contract negotiation techniques; occupational safety and health standards; recruitment and selection methods and techniques; conflict resolution; and the needs and business operations of the Department.

  • Skill in project planning and administration; speaking persuasively; conciliating; discerning others underlying concerns; diffusing volatile situations; and designing and implementing human resource systems and policies.

  • Ability to conduct research; analyze information to make sound recommendations and decisions when circumstances are ambiguous or contentious; plan and direct administrative activities; develop and organize procedures; apply sound management concepts to practical agency situations.

  • Ability to communicate effectively and diplomatically both verbally and in writing.

  • Initiative to work in a self-directed and proactive manner.

  • Solution driven and ability to problem solve.

  • Strong customer service and intrapersonal skills.

  • Knowledge of and ability to learn Human Resources Information Systems.

  • Knowledge of Montana employment law.

  • Proficiency with MS Office products.

Minimum Qualifications:

  • Bachelors degree in human resources organizational development or related field.

  • Four years of dedicated human resources experience.

Other combinations of education or experience may be substituted.

The Department of Agriculture is seeking a Human Resources Manager. The Human Resources Manager is responsible for agency human resources strategy and developing and administering agency human resource programs.This position will support the agency and provide direct communication to the State Human Resources Division. This includes administering policy development and interpretation; conflict and grievance resolution; employee relations; classification and pay; performance management; training and development; recruitment and selection; Equal Employment Opportunity (EEO) Americans with Disabilities Act (ADA) Family Medical Leave Act (FMLA) Fair Labor Standards Act (FLSA) and other federal and state legal compliance; discipline; labor relations; and payroll. This position will also support the agency service level agreement with the State Human Resources Division.

This position provides strategic and HR operational expertise in delivering HR services in a variety of human resource areas such as performance management talent acquisition change management coaching career planning compensation and rewards employee relations data analysis or learning and development.

This position supervises an HR Generalist and a Human Resources and Office Assistant.
