Job Summary

Responsible for processing Human Resources related payroll changes for City of Sun Prairie employees as well as numerous supportive processes related to payroll. Calculates pay and rules according to labor union and non-represented employee policies. Appropriate file uploads to vendors serves as administrator for timekeeping system and ensures adequate operation of payroll software. Additionally this role is responsible for accounts payable support.

Hiring Rate of pay: $31.8901 - $37.4709 per hour.

  • Manages the citys employee payroll system to include setup of pay deductions accruals benefit enrollment employee self-service portal onboarding and encumbrances.
  • Troubleshoots issues as they arise in the payroll system.
  • Enters and manages various pay deductions for tax elections benefit elections and others.
  • Enters and verifies both one time and recurring additional pay and deductions.
  • Configures and uploads import files produced from timekeeping systems into payroll software.
  • Adds manual entries into payroll as required.
  • Produces reports and distributes to recipients internally.
  • Administers various employee benefits programs such as Health Dental Vision Life Retirement Income Continuation Long Term Disability AFLAC and HSA and HRA plans.
  • Enters all benefit information into benefit vendor portals online.
  • Manages all records and reporting for the Wisconsin Retirement System (WRS).
  • Manages the citys employee payroll system to include setup of pay deductions accruals benefit enrollment ESS Onboard and encumbrances.
  • Prepares and assists in the preparation of benefit and tax related reporting.
  • Coordinates the administration of the Section 125 Cafeteria Plan and Flexible Spending Accounts.
  • Administers the citys Health Reimbursement Accounts and Health Savings Accounts.
  • Administers the Citys life insurance programs long-term disability and income continuation programs answering questions and resolving problems as needed.
  • Maintains payroll and employee personnel files and records.
  • Responds to inquiries from City staff and the general public.
  • Assists in responding to open records requests.
  • Processes accounts receivable accounts payable and purchase cards for the Human Resources Department.
  • Process Payroll for the Human Resources Department.
  • Receives mail for the department and handles outgoing mail.
  • Facilitates COBRA administration with the citys third party administrator

Requirements of Work

Requirements of Work

  1. Associates degree in business accounting human resources or similar discipline required.
  2. Two or more years of related experience and/or training in payroll or another similar field. Additional education may qualify as experience.
  3. Ability to work effectively in a team environment with other departments.
  1. Ability to use financial software and the Microsoft Office suite.
  2. Capable of maintaining a high level of confidentiality.
  3. Ability to effectively communicate in person via email and telephonically.
  4. Experience within a human resources department is preferred but not required.
  5. Certification as a payroll professional is preferred is preferred but not required.
  6. Tyler Munis experience is preferred.
  7. Government work experience is preferred.

Knowledge of

  • Advanced experience in Microsoft Office Suite including an advanced knowledge of word processing spreadsheets and databases.
  • Awareness of federal state and local payroll laws.

Ability to

  • Complete tasks under deadlines with accuracy.
  • Be attentive to detail in the verification entry and/or processing of data in conformance with established procedures.
  • Meet challenges with resourcefulness and makes suggestions for improvement.
  • Work independently on a variety of projects in a busy office environment.

  • May assist with various tasks related to HR events for employee engagement or recruitment in a supportive role to other members of the department.
  • Assist with general HR administration duties such as filing data entry personnel records management.
  • Additional duties as assigned.
