Job Summary

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire 2 Water Treatment Plant Operators Level 1 for positions at the Croton Filtration Plant within the Drinking Water Operations directorate located in Bronx New York.

Under direct supervision of a certified operator a Water Treatment Plant Operator Level 1 receives training and assists higher level Water Treatment Plant Operators in the operation of a plant. This is an entry level position during which employees will receive training and assist in the operation and maintenance of water treatment plant equipment. Specific duties include:

- Receive training in and assist in operating the facility Supervisory Control and Data Acquisition (SCADA) Human Machine Interface (HMI) systems including the Process Monitoring Control System (PMCS) Building Monitoring System (BMS) and Electrical. Control and Monitoring System (ECMS) as well as other SCADA based control systems.

- Receive process control laboratory training and assist in collecting water samples perform water quality tests (i.e. chlorine residual color pH turbidity alkalinity jar testing phosphate and fluoride) and in water quality data reporting.

- Receive training in and assist in using the facility work management system to receive and execute work orders perform facility housekeeping make minor repairs and adjustments to equipment as needed use hand and/or power tools and equipment perform confined space entries control of hazardous energy and other environmental health and safety procedures as required by DEP policy.

- Receive training in and assist in the delivery of water treatment chemicals such as: Sodium Hypochlorite Aluminum Sulfate Sodium Hydroxide Sulfuric Acid Phosphoric Acid Hydrofluosilic Acid and others. And offload bulk storage trucks move and tote drums into the plant.

- Receive training in and assist in the calibration of chemical feed systems.

- Receive training in and assist in conducting regular inspections of ancillary facilities and report any abnormal operating conditions operate gates and take readings.

- Receive training in and assist in the preparation of daily plant operations and activity reports record readings of equipment such as meters and gauges and keep paper and electronic records.

Licensing Requirements:

- Driver License Requirement: Coincident with your appointment to this position you must have a motor vehicle driver license valid in the State of New York. If you have moving violations a license suspension or an accident record you may be disqualified. This license must be maintained for the duration of your employment. All candidates shall be required to obtain and maintain any licenses certifications or endorsements that the Agency deems necessary to perform the duties of the position.

- A valid Grade 2A Operators certification issued by the New York State Department of Health must be obtained within two years of appointment to Assignment Level I and must be maintained thereafter for the duration of assignment to Assignment Level I.

- Water Treatment Plant Operators shall be required to obtain and maintain any licenses certifications or endorsements that the Agency deems necessary to perform the duties of the position.


Special Working Conditions:

Some of the physical activities performed by Water Treatment Plant Operator and environmental conditions experienced are: lifting objects up to waist height fingering grasping squeezing and or turning objects such as tools and equipment pushing and pulling objects such as tools and levers using one or two hands reaching at a distance up to arms length coordinating the movements of hands and feet and balancing body on footstools or ladders from 3 to30 feet in height while standing and working with hands order to perform the essential tasks of this position

May be required to: wear protective equipment such as gloves boots goggles earplugs noise attenuators face shields and or respirators working temperatures ranging from 0 F and 105 F in wetness and varying atmospheric conditions such as high and low humidity work in the presence of toxic and or corrosive chemicals and moving parts of machinery and equipment and work in restricted spaces for up to1 hour at a time and on surfaces made of metal gratings macadam and or cement.

Candidates may be required to wear a respirator while performing the essential functions of this job. Employees must be physically able to wear a respirator. OSHA regulations have established medical guidelines for wearing a respirator; therefore candidates will be required to have pre-appointment and periodic post-appointment medical examinations to demonstrate that they meet applicable OSHA standards and to monitor their medical status. Once hired employees must continue to satisfy OSHA regulations for their duration of their employment.

WATER TREATMENT PLANT OPERATOR - 91013


Qualifications :

1. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and 1 year of experience working with water or wastewater treatment equipment or mechanical
equipment; or

2. An Associate Degree in Science or Applied Science from an accredited college or university with a major in Environmental Health Environmental Technology Electrical Technology Mechanical Technology Chemical Technology Engineering Technology or a related field.


Certification Requirement

A valid Grade 2A Operators certification issued by the New York State Department of
Health must be obtained within two years of appointment to Assignment Level I and must
be maintained thereafter for the duration of assignment to Assignment Level I.
