THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD WELFARE SPECIALIST.
The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.
The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance real estate design construction management facilities and custodial services occupational safety and health operational support security transportation and print production.
Support Services within the Division of Administration is responsible for the provision of transportation services; worker and workplace safety; agency continuity of operations planning; identifying staff support for several citywide continuity/ recovery operations; stocking and distributing Personal Protective Equipment (PPEs); overseeing bulk document reproduction services; confidential shredding; forms design customization and control; and the provision of employee drinking water services. Further it oversees the agencys postal services including USPS UPS Federal Express messengers /contracted couriers.
Transportation Care Unit (TCU) staff based at the Brooklyn Queens Bronx and Manhattan Family Courts provide direct care services to children awaiting their court proceedings. These Child Welfare Specialists (CWS2) supervise counsel and feed children in their temporary custody in furtherance of agency child protective mandates. Moreover TCU staffers intervene in crisis situations. Last they provide chaperone services and assist children in reaching their various destinations inside and outside courts. TCU court-based staffers periodically assist children residing at the Nicholas Scoppetta Childrens Center with direct care services as well as with transports to placements schools family visits and to medical appointments due to staffing shortages.
The primary duties of the Child Welfare Specialist (CWS2) staffer include:
- Supervise and counsel children in the temporary care of ACS.
- Provide meals and snacks to children while they await court proceedings.
- Chaperone children to placements medical appointments conferences and court-mandated sites.
- Intervene during crisis situations to ensure safety and stability.
- Report any signs of neglect or abuse.

CHILD WELFARE SPECIALIST - 52369
Qualifications :
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in one or a combination of the following fields: social work psychology sociology human services criminal justice education (including early childhood) nursing or cultural anthropology with at least 12 of these credits in one discipline.
Requirements for Assignment Level II
a. Upon satisfactory completion of six months of training and experience at Assignment Level I an employee shall be assigned to Assignment Level II.
b. Upon completion of one year of satisfactory experience at Assignment Level II of Child Welfare Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.
c. To be appointed directly to Assignment Level II a candidate must have in addition to meeting the minimum qualification requirements set forth above one year of satisfactory child welfare casework experience.
