Job Summary

I. DESCRIPTION OF SERVICES


Texas Department of Family and Protective Services requires the services of 3 Business Analyst 2 hereafter referred to as Candidate(s) who meets the general qualifications of Business Analyst 2 Applications/Software Development and the specifications outlined in this document for the Texas Department of Family and Protective Services.

All work products resulting from the project shall be considered works made for hire and are the property of the Texas Department of Family and Protective Services and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Family and Protective Services will pay no fees for interviews or discussions which occur during the process of selecting a Candidate(s).

The Worker is responsible for collaborating with ITS Leadership Agency Accessibility Coordinator on accessibility projects to meet compliance with Federal State and agency procedures policies rules and laws including DOJ ADA Title II.

Work may include:

  • Analyzing web content for accessibility
  • Recommending changes to make content accessible
  • Participate in testing efforts and provide testing results to the agency Accessibility Coordinator
  • Collaborate with Agency Accessibility Coordinator.
  • Perform preliminary accessibility assessments with internal and external partners to include testing/ validation and completing coordinating reports

II. CANDIDATE SKILLS AND QUALIFICATIONS

Knowledge of Texas Administrative Code Texas Department of Information Resources (DIR) EIR Accessibility Policy and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA related to federal and state accessibility requirements

Knowledge of industry best practices for accessibility services for digital content and Electronic Information Resources such as brochures flyers webpages documents forms and training materials

Experience assessing web content and other EIR for compliance with accessibility standards and performing analysis to for remediation

Knowledge of EIR testing and validation practices and methodology to confirm compliance with accessibility standards

Experience in identifying functional and technical requirements gathering analysis and documentation with a strong attention to detail

III. TERMS OF SERVICE

Services are expected to start 02/04/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1192 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Family and Protective Services. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.

The primary work location(s) will be at 4900 N. Lamar Blvd Austin TX 78751. The working position is On Site.

Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense. Texas Department of Family and Protective Services will provide pre-approved written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Family and Protective Services.

V. OTHER SPECIAL REQUIREMENTS

Candidates selected for this opportunity will be required to work full-time at the DFPS Offices located in Austin TX.

In order to assist in quickly acclimating the selected Worker to DFPS/ITS the selected Worker will be required to attend an on-site onboarding session and to physically pick up agency issued equipment in Austin TX on their first day of contract. There will be additional appointments and blocks of time that the Worker will need to attend during their first week of assignment. Rescheduling of these events may result in the selected Workers start date to be delayed.
