Job Summary:

Under general supervision of the Parking Director the Community Service Specialist will receive day-to-day lead work direction from a Lead Community Service Specialist II. This position is often the first presence a visitor will encounter when coming to campus and they play a critical role in supporting the mission of University Police Department and the University as a whole. The Community Service Specialist performs standard duties related to patrolling campus buildings facilities and parking lots; enforcing established rules and regulations by taking the appropriate actions; and performing related community support functions.

Responsibilities:

Enforces parking regulations by issuing permits and citations patrolling lots and documenting violations using electronic handheld devices.
Applies university policies and the California Vehicle Code to ensure fair and consistent compliance.
Directs vehicle and pedestrian traffic during peak hours and under supervision places or removes vehicle immobilization devices.

Serves as a campus ambassador by providing directions general information and guidance on parking privileges and assigned areas as a representative of University Police and Parking & Transportation Services.
Observes and reports signage issues to improve parking compliance and maintains collaborative working relationships across campus.
Responds to motorist assistance requests (e.g. battery jumps vehicle lockouts) using department-approved methods.
Provides security services by patrolling campus grounds on foot bicycle or golf cart; reports hazards or incidents as needed.
Assists with opening closing and securing campus facilities including alarm system activation deactivation and testing.
Provides safety escorts by foot bicycle or golf cart upon request.

Provides traffic control under general supervision by setting up and removing cones barricades signs and message boards to support vehicle flow during peak hours events and emergencies.
Monitors maintains and reports on traffic control equipment inventory; loads hauls and deploys devices as needed across campus.

Observes parking lot conditions and reports needed repairs (e.g. potholes faded markings damaged signs) to the Lead or supervisor.
Assists the Equipment Specialist with maintenance of parking permit dispensers cash collection and installation of signs and related equipment.

Ensures assigned vehicles are clean and presentable monitors scheduled maintenance and reports needed repairs or service to the Lead.

Occasionally assists with general office and administrative duties including staffing information centers filing writing field reports and answering phones.
Attends required meetings and training as directed by the Lead or Director.
Performs other classification-related duties as assigned.

Minimum Qualifications: Required Education and Experience

  • High school diploma or equivalent and three to six months of related experience.
  • Entry to the first level within this classification requires high school level reading and writing abilities and possession of a California Drivers License. The nature of the duties may also require successful completion of a background check physical and psychological exam and/or the ability to attend Police Officers Standards & Training (P.O.S.T.) programs related to public safety support and dispatch activities. Knowledge of and the ability to learn how to use the applicable public safety related equipment and systems are essential.

Required Qualifications

  • Working knowledge of applicable procedures and regulations related to campus security public safety and parking. Working knowledge of alarm and radio systems.
  • Ability to detect and respond appropriately to potential hazardous or crime situations.
  • Ability to observe and recall details and incidents. Ability to act and resolve parking and traffic problems.
  • Ability to write standard incident reports in a clear and concise manner.
  • Ability to interact effectively with a wide range of individuals including the campus community general public and law enforcement personnel.
  • Ability to handle sensitive situations with tact and confidentiality.

Preferred Qualifications

  • Knowledge of and the ability to learn how to use the applicable public safety related equipment and systems are essential.

Compensation and Benefits:

Anticipated Hiring Range: Step 1 Step 5: $3461 - $3747 per month

CSU Classification Salary Step Range: Step 1 Step 20: $3461 - $5043 per month

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical dental and vision plans membership in the California Public Employees Retirement System (CalPERS) sick and vacation time and 15 paid holidays a year. Position Information:

Work status: Full-time/Non-Exempt/Probationary

Academic year schedule: Monday through Friday (7:00 am 3:00 pm or 2:30 pm 10:30 pm) some evenings/weekends.

Conditions of Employment

Background Check

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment which may be rescinded if the background check reveals disqualifying information and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Drivers License Check

Possession of a valid Drivers License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid drivers license and reflects driving record.

Physical Exam

Employment is contingent upon candidate passing a pre-employment physical exam with the ability to lift in excess of 50 lbs.

Mandated Reporter

The person holding this position is considered a mandated reporter under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Campus Security Authority

This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
