| Job Summary: |
Under the direction of the Fiscal Director this position is responsible for overseeing supervising and training staff performing fiscal responsibilities and monitoring of grants within ADE Grants Management including but not limited to Maintenance of Effort Indirect Cost Requests Reimbursement Requests Completion Reports Completion Report Revisions Refunds System Holds and Interest Reporting.
Rare in-state and out-of-state travel is required for this position.
The Arizona Department of Education currently utilizes a hybrid work environment with up to two days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.
| Job Duties: |
Oversee supervise train and provide technical assistance to Grants Coordinators and Fiscal Monitors as it relates to reimbursement requests completion reports completion report revisions indirect cost rates maintenance of effort testing interest reporting and return of funds
Oversee develop and review unit metrics and job assignments for Grant Coordinators and Fiscal Monitors ensuring alignment with Grants department goals
Track overall team performance toward goal attainment and individual performance of direct reports
Coach direct reports for efficiency when needed
Collaborate with ADE Program Areas and GME Vendor to gather information troubleshoot and identify solutions
Address LEA concerns and deescalates situations supporting direct reports and other Leadership team members
Assist with the development of the indirect cost state plan for LEAs and Counties and the annual Risk Assessment
Serve as a subject matter expert in training development and delivery for staff LEAs and other agency stakeholders
Oversee the calculation of LEA and Counties indirect cost rate
Review and approve Cost Allocation Plans for LEAs
Assist Fiscal Director with policy and process improvement and development and roll-out of procedures
Communicate issues and other staffing concerns to the Fiscal Director
| Knowledge Skills & Abilities (KSAs): |
Knowledge in:
Administration related to planning organizing and directing fiscal matters and budgets
Principles and practices of auditing accounting and procurement
Federal and state laws rules regulations and policies pertaining to grants management
A Bachelors degree in Business Administration Accounting Auditing or a related field or equivalent experience to substitute for the degree is required.
Skills in:
Interpreting agency policies and procedures
Interpersonal skills to effectively interact with supervisors peers and client personnel.
Computer skills to properly obtain and analyze audit work
Excellent oral and written communication
Problem solving
Time management skills
Interpreting statutes rules policies and procedures and creating/delivering related training
Analyzing records reports operating practices and documentation
Research and analysis techniques.
Previous mentoring coaching leadership or direct supervisory experience
Intermediate skill in using Microsoft Outlook Word Excel and PowerPoint
Ability to:
Monitor compliance with federal grant regulations State of Arizona procedures and controls by examining and analyzing records reports operating practices and documentation techniques
Conceptual abilities to interpret grant requirements assess data and then determine LEA compliance
Work projects for extended periods without direct supervision
Adapt to changing conditions
Analyze quantitative and qualitative data and produce summary reports of findings
Strong analytical ability including the ability to absorb difficult and obscure concepts and to conceptualize new systems
Operate successfully in a strong team environment
| Selective Preference(s): |
Preference will be given to those with prior knowledge of federal or state grants management processes accounting and/or auditing experience and proficient GME system experience.
The ideal candidate will be familiar with Grants Management policies and procedures and have the capacity to train others on those processes effectively.
