Credentialing Operations Manager


Office of Customer Service Health Services Quality Assurance (HSQA) Division


This recruitment is for one hybrid full-time permanent Health Services Consultant 4 (HSC 4) position located at the DOH Tumwater WA office.


THE OPPORTUNITY:

As Credentialing Manager youll lead the teams responsible for licensing thousands of doctors nurses pharmacists hospitals pharmacies and health facilities. This critical work is relied on every day by hospitals insurers employers and federal partners to keep Washingtonians safe and healthy. This is a high-impact high-visibility role where youll have real authority (including the ability to act on behalf of the agency) shape strategy drive innovation and mentor the next generation of credentialing leaders.


Key Responsibilities:

  • Lead and coach three supervisor-level teams that oversee key credentialing functions necessary to issue and renew tens of thousands of licenses and certifications each year.
  • Oversee daily operations balance workloads set performance expectations and keep critical licensing timelines on track.
  • Partner with senior leadership to design and roll out new processes technologies and policies including responses to new laws and rules.
  • Solve complex problems remove roadblocks and strengthen relationships across the agency and with external stakeholders (hospitals professional boards Tribes and national regulatory bodies).
  • Monitor budgets ensure quality and compliance (including state and FBI background-check programs) and continuously improve speed accuracy and customer experience.

REQUIRED QUALIFICATIONS

Option 1:Seven (7) or more years of progressively responsible experience in program operations regulatory/compliance work licensing customer service management or other similar environments.


Option 2: A bachelors degree in public administration business administration health administration public health criminal justice or a related field AND three (3) or more years of experience in program management operations management regulatory/compliance work licensing or another complex administrative environment.


Additional Required Knowledge Skills Abilities and Experience:

  • Experience in managing operations or programs in a complex regulated or high-volume environment.
  • Experience in supervising staff including assigning work and providing coaching and performance support.
  • Experience responding to inquiries or complaints in a customer service setting
  • Experience in interpreting and applying policies procedures rules or regulations.
  • Skill in organizing work prioritizing tasks and meeting deadlines in a fast-paced environment.
  • Skill in analyzing operational issues and developing practical solutions.
  • Proficiency in reviewing data or performance metrics to identify trends or areas for improvement.
  • Ability to communicate clearly and professionally with internal teams leadership external partners and customers.
  • Ability to interpret law enforcement data including criminal history information.
  • Ability to maintain confidentiality and handle sensitive information appropriately.

Preferred/Desired Knowledge Skills Abilities and Experience:

  • Experience in health care licensing credentialing or regulatory programs within a government or public health environment.
  • Proficiency in using case-management systems workflow tools or licensing/registration databases to perform or oversee program operations.
  • Experience in administering or overseeing background check processes (WSP FBI CJIS compliance fingerprint systems).
  • Experience in participating in rulemaking or reviewing legislation for program impacts.
  • Experience in managing program revenue activities refunds or financial reconciliation processes.
  • Proficiency in developing and documenting procedures workflows or operational standards.
  • Ability to lead large or complex change-management efforts.
  • Knowledge of Washington State regulatory structures including WAC/RCW related to credentialing and health professions.
  • Knowledge of quality assurance audit processes and compliance requirements in a regulated environment.
  • Proficiency in Microsoft Office Suite/O365
  • Green Belt or higher in Lean Six Sigma or experience with similar process improvement (PI) strategies

Work Setting

  • Enjoy the flexibility of our hybrid work environment where you can balance working from home and collaborating in the office. It is anticipated that youll be expected at the DOH facility located in Tumwater WA for work activities 1-2 days weekly.


Schedule (i.e. hours and days):

  • This position has a work schedule of 40 hours per week; however the position may be expected to work longer hours to complete projects or assignment and/or meeting business demands and deadlines and/or during the annual legislative session.
  • An alternative or flexible work schedule may be considered at the incumbents request subject to supervisory approval.

Travel Requirements:

  • Occasional travel may be expected to attend meetings trainings or conferences.
  • When traveling for work the position may require traveling alone or with another employee for multiple days and nights in or out of state.
