The Adult Services Division (ASD) of DCHS works in partnership with communities to develop support and provide human services programs focused on achieving results in housing stability financial stability healthy living and social engagement for veterans service members and their families; older adults and their caregivers; and other resilient communities. The divisions work also includes efforts to strengthen connections within and improve access to the human services system.
ASD manages and provides equity-focused stewardship of revenue from the Veterans Seniors and Human Services Levy (VSHSL) the RCW 73.08 veterans relief fund and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board the King County Veterans Advisory Board and the King County Womens Advisory Board. King County is an active partner in King Countys Area Agency on Aging.
POSITION DESCRIPTION
The Procurement Specialist (PPM II) supports the Divisions procurement and competitive solicitation processes ensuring that all stages of the procurement lifecycle are executed efficiently equitably and in compliance with County policy.
Reporting to the Procurement Team Lead this position plays a key role in preparing solicitation materials managing procurement timelines tracking milestones coordinating review panels and maintaining documentation for up to ten (10) RFPs RFQs or ROIs annually. The Procurement Specialist also assists with provider communications bidder Q&A and coordination with internal stakeholders.
This role supports ASDs broader goal of creating accessible and transparent funding opportunities for new and existing community-based providers.

TELEWORKING REQUIREMENT:DCHS works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle WA 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Procurement Lifecycle Support (40%)
Candidate will assist in the design preparation and coordination of procurement activities from planning through award. Candidate will develop and maintain templates coordinate document reviews and ensure solicitation packages (RFPs RFQs ROIs) are complete accurate and compliant with County requirements. Candidate will manage timelines track milestones and monitor deliverables to ensure solicitations are executed according to schedule.
Evaluation Coordination and Documentation (25%)
Candidate will coordinate the evaluation and award processes including scheduling review panels distributing materials collecting scores and preparing award documentation. Candidate will ensure that all evaluation steps are documented accurately and stored in accordance with County records policies. Candidate will support transparency and consistency in evaluation practices and assist in the preparation of post-award summaries.
Provider Communication and Access Support (20%)
Candidate will serve as a key point of contact for provider inquiries during open solicitation periods managing Q&A logs bidder communications and outreach
coordination. Candidate will ensure provider questions receive timely clear and accurate responses. Candidate will assist in scheduling and supporting pre-bid conferences information sessions and bidder debriefings ensuring accessibility and inclusivity in all engagement activities.
Process Improvement and Reporting (10%)
Candidate will contribute to after-action reviews and identify opportunities to streamline procurement workflows templates and tools. Candidate will maintain procurement dashboards or trackers assist with internal reporting and support continuous improvement efforts that enhance efficiency and equity in the procurement process.
Cross-Team Collaboration (5%)
Candidate will collaborate with the Fiscal Stewardship Lead and Provider Supports Lead to align pre-vendor assessment and provider readiness efforts with procurement activities. Candidate will ensure information flows smoothly between teams to support provider success from solicitation through contract execution.
Education: Bachelors degree in public administration business social/behavioral sciences government or a related field; or an equivalent combination of education and experience.
Professional Experience: Two (2) years of experience in procurement contracting grant management program administration or related work including at least one (1) year supporting solicitation or procurement processes.
Note:A Masters degree may substitute for one year of required experience.
