Job Summary

The Director of Administration & Business Processes supports the Operating Rules & Compliance (ORC) Department by providing cross-functional leadership across administrative project management and compliance activities. This role ensures operational readiness for regulatory requirements drives continuous improvement in processes and metrics and strengthens the organizations compliance culture through effective coordination analysis and Operating Rules programs. The director serves as a key liaison across departments helping translate compliance and rule requirements into practical sustainable operational practices.

Duties & Responsibilities

Cross-Functional & Administrative Leadership

  • Provide cross-functional support to ORC and other departments to advance organizational and regulatory goals.
  • Act as a liaison for systems and tools that support compliance communication and operational effectiveness.
  • Manage administrative functions that promote efficiency accuracy and alignment within the ORC team.

Project & Program Management

  • Lead and coordinate projects supporting ORC initiatives including corrective action plans (CAPs) regulatory deliverables and rule change implementations.
  • Support operational readiness by ensuring that policy process and rule changes are communicated implemented and tracked effectively.
  • Oversee recognition programs to promote compliance excellence and reinforce positive performance.
  • Facilitate workshops and communications to build workforce understanding and adoption of rule changes and compliance expectations.

Compliance & Regulatory Support

  • Assist in the preparation submission and tracking of regulatory deliverables for the Federal Transit Administration (FTA) and Department of Public Utilities (DPU).
  • Coordinate Corrective Action Plans (CAPs) ensuring timely closure and robust documentation of compliance efforts.
  • Provide project management support for compliance-related initiatives and oversight.
  • Prepare executive-level reports and presentations for internal leadership and regulatory agencies.

Data Metrics & Risk Analysis

  • Work closely with the Director of Operating Rules Compliance to develop and maintain performance metrics that measure compliance readiness and program effectiveness.
  • Track and analyze operating rule-related incidents and compliance data to identify trends risk areas and opportunities for improvement.
  • Work closely with the ORC team to develop proactive strategies to mitigate risks identified through incident and compliance trend analysis.
  • Recommend and implement process improvements to strengthen compliance and reduce operational risk.

Technology & Systems Oversight

  • Support implementation of technology solutions for ORC documentation accessibility rule compliance and data reporting.
  • Identify opportunities to leverage technology to streamline ORC activities operating rule accessibility compliance monitoring and reporting processes.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelors degree from an accredited institution in Business Administration Project Management or related field
  • Seven (7) years of experience in program administration business process management or compliance-related roles.
  • Strong project management skills with demonstrated success leading cross-functional initiatives.
  • Familiarity with regulatory compliance in a transit transportation or safety-sensitive environment (FRA/FTA/DPU experience preferred).
  • Proven ability to analyze complex data sets identify patterns and translate findings into actionable strategies.
  • Excellent organizational communication and stakeholder engagement skills.
  • Proficiency with Microsoft Office Suite data visualization tools and project management software.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelors degree requirement.
  • An associate degree from an accredited institution with an additional three (5) years of directly related experience substitutes for the bachelors degree requirement.
  • A masters degree in a related subject substitutes for two (3) years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

Job Conditions:

  • Be at least eighteen (18) years of age except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston MA metro area as required by the role.

  • Ability to work effectively independently and as part of a diverseworkforce team (or supervise if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Ability to pass a Criminal Offender Record Information (CORI) check comprehensive background screening and / or medical Clinic screening potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned directed or necessary for this position including (for some transit / operations roles) up to twenty-four (24) hours per day seven (7) days per week as necessary to accommodate severe weather conditions emergencies or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally interns / co-ops must have valid work authorization and U.S. Social Security Numberprior to starting pre-employment screenings / pre-boarding working in their positions and throughout the duration of their program.
