I. DESCRIPTION OF SERVICESTexas Health and Human Services Commission requires the services of 1 Business Analyst 3 hereafter referred to as Candidate(s) who meets the general qualifications of Business Analyst 3 Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
Level Description
8 or more years of experience relies on experience and judgment to plan and accomplish goals independently performs a variety of complicated tasks a wide degree of creativity and latitude is expected. Min 5 years of experience served as a liaison between the Business community and Customer IT Teams (i.e. Architecture Project Delivery Application Sustain etc.). Strong experience as a Data Analyst in analyzing raw data and as a Business Analyst in requirements gathering understanding technology and any project management experience with PMP are a huge plus.
Job Description
Reviews analyzes and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping and reengineering. Prepares solution options risk identification and financial analyses such as cost/benefit ROI buy/build etc. Writes detailed description of user needs program functions and steps required to develop or modify computer programs.

Working in a SAFe environment on a major system modernization project and ongoing enhancement efforts for existing Medicaid applications. The Worker will be a part of the team responsible for providing project and product oversight of the Medicaid IT-Contracted Systems efforts integrated projects and support of dependent efforts. The Worker will support and provide oversight of documentation and delivery of application enhancements as part of the Medicaid IT-Contracted systems applications team. Additionally this Worker will assist as an IT stakeholder for various IT application enhancement initiatives with multiple Medicaid Enterprise Systems (MES) vendors. The Worker will assist in creating and maintaining processes and project documentation.
II. CANDIDATE SKILLS AND QUALIFICATIONSMinimum Requirements:

III. TERMS OF SERVICEServices are expected to start 01/12/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1350 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATIONServices shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W 51st ST Austin TX 78751. The working position is On Site. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense. Texas Health and Human Services Commission will provide pre-approved written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTSThe position is ONSITE at the location listed above (NO REMOTE WORK). The program will only accept LOCAL ONLY candidates for this position.The program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY.
