Job Summary

Job Title: Teacher Incentive Allotment (TIA) Instructional Leadership Alignment Administrator Coach

FLSA Status: Exempt

Pay Grade: 105

Reports To: Teacher Incentive Allotment Executive Coach

Primary Purpose

To provide expert technical assistance to districts in designing calibrating and implementing teacher appraisal systems that meet the requirements of the Teacher Incentive Allotment (TIA). This role will support district capacity-building through integration of state instructional initiatives and best practices ensuring system validity reliability and continuous improvement.

Additionally the Administrator Coach supports districts in evaluating and refining local designation systems coordinating assessment practices and guiding continuous improvement efforts. This work directly contributes to the goals of the TIA Regional Support Grant: expanding district participation increasing teacher eligibility improving implementation success and strengthening retention of designated teachers.

Education/Certification

  • Bachelors Degree
  • Masters Degree in education curriculum & instruction educational leadership or related field (preferred)
  • Certification in instructional coaching or leadership frameworks (preferred)

Special Knowledge/Skills

  • Deep understanding of TIA program requirements timelines and implementation processes
  • Expertise in teacher appraisal systems (T-TESS and third-party rubrics) calibration protocols and student growth measures
  • Ability to analyze and interpret teacher performance data to support system validity and reliability
  • Strong leadership coaching project management and organizational skills
  • Effective communication and collaboration with district and campus leaders and stakeholders
  • Familiarity with aligned frameworks and initiatives including state instructional initiatives and best practices such as Advancing Educational Leadership (AEL) Effective District Framework (EDF) and other evidence-based strategies.
  • Knowledge of TEA guidelines validation processes and local designation system design

Experience

  • Minimum of three years of campus/district leadership experience
  • Experience supporting TIA implementation at the district or campus level
  • Experience with teacher appraisal systems calibration protocols and student growth measures

**This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds.

  • Provide coaching and technical assistance to district and campus leaders on the implementation and monitoring of the Teacher Incentive Allotment (TIA) program including implementing valid and reliable teacher appraisal systems aligned with TIA and T-TESS standards
  • Support districts in developing calibration protocols and observation practices to ensure consistent and accurate ratings
  • Guide districts in aligning observation and student growth measures for designation eligibility and data validation
  • Assist districts in designing and refining local designation systems including weighting cut points and performance criteria
  • Collaborate with ESC staff and TEA to ensure districts meet annual benchmarks and performance measures outlined in the TIA Regional Support Grant
  • Integrate state instructional initiatives and best practices frameworks into district support plans to strengthen instructional leadership and system coherence
  • Lead professional development and coaching sessions for district and campus leaders on appraisal systems student growth measures and strategic staffing
  • Participate in scoring and feedback processes for district applications and system modifications
  • Support districts in preparing documentation for data validation annual program submission and system monitoring
  • Maintain accurate records of district support and contribute to semi-annual grant reporting
  • Attend state regional and local meetings and trainings related to TIA educator effectiveness and school improvement initiatives
  • Develop and update manuals training materials and resources to support TIA implementation and educator advancement initiatives
  • Coordinate service requests training and communication efforts in collaboration with the TIA team and other ESC departments

  • Assist districts with strategic planning implementation timelines and performance reviews to strengthen educator recruitment retention and recognition
  • Support districts in aligning systems to meet Enhanced TIA criteria
  • Maintain strong working relationships with district leadership and contribute to marketing and outreach efforts for TIA services
  • Attend professional development and ensure compliance with TEA and ESC guidelines benchmarks and reporting requirements
  • Perform other duties as assigned to support the successful implementation of the TIA program at both local and state levels

Working Conditions (Mental Demands/Physical Demands/Environmental Factors)

Mental: Public relations and people skills are always required work with frequent interruptions and maintain professional composure and confidentiality under stress.

Physical: Occasional prolonged and irregular hours ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer. Frequent region and state-wide travel.

Environmental: Open cubicles/workstations.

Evaluation

Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance need and funding.
