Job Duties
The Virginia Department of Agriculture and Consumer Services is seeking a Compliance Officer Senior for the Office of Pesticide Services in the Division of Consumer Protection. Under the leadership of the Program Manager this position reviews case files previous history of non-compliance and applicable laws and regulations to determine if violations of the Virginia Pesticide Control Act or regulations pursuant to the Act have occurred and develops enforcement actions when appropriate. This position also ensures that all actions comply with laws regulations civil penalty decision matrix and other guidelines and policies; follows established priorities for case reviews; prepares all enforcement related correspondence and ensures appeal processes are held and conducted as required by the Virginia Administrative Process Act; maintains the enforcement database; tracks enforcement actions and provides analysis of trends to the Program Manager; and identifies compliance related issues and makes recommendations. The selected individual will support the programs strategic management plan; evaluate and recommend actions concerning current pesticide related laws regulations and proposed legislation; and serve as a resource on pesticide related environmental issues to the citizens of Virginia. This position requires routine interaction with Virginias industries federal/state officials and law enforcement organizations special interest groups and the public to communicate program services and regulatory requirements. Once onboarded this position may be eligible for telework opportunities; availability hours and duration of telework shall be approved as outlined in the Commonwealths telework policy.
Minimum Qualifications
Knowledge of scientific and technical principles applicable to pesticide usage and of laws and regulations relevant to the handling of pesticides. Knowledge of legislative processes; general legal principles; policy and regulation development processes; inspection/investigation processes including evidence collection; report writing; and interviewing techniques. Successful candidate must have exceptional oral/written communication and customer service skills; effective public speaking and presentation skills; professional skills; and good negotiation skills. The demonstrated ability to interpret and apply assigned laws regulations; inspect/investigate; analyze data and develop logical conclusions; interact effectively with industry state/federal government officials a diverse workforce as well as the public; and work independently. The successful candidate must demonstrate team orientation flexibility and desire for constant improvement. Proficiency using personal computers is required. Must have (or be eligible for) and maintain a valid drivers license and have a driving record that reflects a sense of responsibility for highway safety. HS Diploma/GED required
Additional Considerations
Current/recent experience enforcing administrative laws and regulations in a local state or federal regulatory program is desired. Additionally knowledge of pesticide laws and regulations in Virginia knowledge of Virginias legislative processes and knowledge of the Virginia Administrative Process Act. An equivalent combination of training and experience indicating possession of the preceding knowledge skills and abilities may substitute for this education and experience.
