GENERAL DESCRIPTION:

The Wyoming Water Development Office (WWDO) provides financial assistance to public entities for agricultural irrigation systems and municipal water supply projects within Wyoming. The office is currently seeking a full-time employee. This position is responsible for administering water construction projects for the WWDO. General responsibilities include reviewing and providing comments on: engineering planning studies; engineer prepared construction design and bidding documents; engineer construction cost estimates; and owner-engineer agreements. This position oversees the States interests in municipal water supply dams and agricultural irrigation system construction projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.


  • Acts as the Agencys project manager on assigned construction projects.
  • Responsible for administration of the States project agreement with the sponsor.
  • Reviews and provides comments on engineer planning studies.
  • Reviews and provides comments on engineer construction project documents and construction cost estimates.
  • Reviews and provides concurrence for work change directives and change orders on construction projects.
  • Reviews and provides concurrence on engineering amendments.
  • Processes engineering and construction pay requests.
  • Reviews and provides comments to owner-engineer agreements.
  • Manages and attends construction project design reviews pre-bid pre-construction and construction progress meetings.
  • Maintains office project files.
  • Answers questions related to State policies procedures and statutes.
  • Confers with supervisor on overall project progress and issues (design and construction).
  • Investigates and oversees complaints related to projects.
  • Conducts research and provides information and technical data to the public.
  • Applies and interprets rules regulations guidelines or standards.
  • Has ongoing interface with communities at mid to senior management level.
  • Monitors contractors work progress on projects including providing solutions and resolving conflicts.
  • Prepares recommendations for new project applications.
  • Prepares project agreements and amendments between the State and the sponsor.

Qualifications

PREFERENCES:


Preference will be given to applicants with a civil engineering or agricultural engineering degree (or equal) and experience in municipal water and/or agricultural irrigation design and construction who are currently licensed or are eligible for licensure as a Professional Engineer in the State of Wyoming.

**Must have a valid drivers license.

KNOWLEDGE:


  • Knowledge of and ability to read research interpret and apply Federal State and Local laws and regulations.
  • Knowledge and understanding of construction contract documents including bidding and contract documents general conditions supplemental conditions technical specifications and supplemental specifications.
  • Knowledge and experience in public works contracting.
  • Knowledge in the principles and practices of open channel and pressure pipeline hydraulic design.
  • Knowledge of construction management principles.
  • Knowledge of engineering materials used in water projects.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in The Sciences)

Experience:
1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst

OR

Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst

PHYSICAL WORKING CONDITIONS:

  • Overnight statewide travel is required.
