Role Overview:
The Director of Housing Development leads Front Porch Investments efforts to shape the regions affordable housing pipeline deepen relationships with developers and build partnerships across the affordable housing ecosystem.This is a leadership position that oversees fund administration as well as a proactive development strategy ecosystem building and project incubation.The ideal candidate is a strategic relationship-driven leader with deep developmentexpertisewho can navigate complex partnerships generate creative solutions and translate ideas into actionable projects.
Responsibilities and Duties:
Key responsibilities include but are not limited to the following:
Project Development & Pipeline Strategy (30%)
- Opportunity Identification:Identify evaluate and catalyze development opportunities including priority sites in key geographies.
- RFP Leadership:Lead RFP processes for development partnerships managingselection negotiation and early-stage project coordination.
- Developer Collaboration:Work directly with developers to advance mixed-income affordable and innovative housing concepts through predevelopment feasibility partnershipstructuring and readiness assessments.
- Strategic Alignment:Ensure the development pipeline aligns with Front Porchs funding programs ecosystem needs and regional housing goals.
Ecosystem Coordination & Partnerships (20%)
- Systems Alignment:Coordinate efforts to align strategies resources and policies across public private and nonprofit partners to advance regional housing production and preservation goals.
- Working Groups:Conveneworking groups to advance shared priorities around housing production infrastructurefinancingand site readiness.
- Equitable Development:Promoteequitabledevelopment practices and ensure community priorities inform Front Porchs development strategies.
- Regional Representation:Represent Front Porch in regional and national conversations on development and housing innovation.
Developer Capacity Building (15%)
- Technical Assistance:Expand developer support through technicalassistance programming peer learning and partnerships with consultants and industry groups.
- Ecosystem Gaps Analysis:Identifygaps in thedevelopmentecosystem and design capacity-building strategies to strengthen developer readiness and long-term pipeline health.
Research Data and Strategic Insights (10%)
- Analysis & Studies:Commission feasibility studies market assessments and policy analyses that inform pipeline strategy and organizational decision-making.
- Pipeline Forecasting:Develop multi-year housing production and preservation projections to guide capital planning fundraising strategies and ecosystem coordination.
- Strategic Support:Translate research findings and data insights into actionable recommendations to strengthen Front Porchs development lending and policy strategies.
Lending Integration & Portfolio Oversight (15%)
- Strategic Lending Leadership:Provide guidance for Front Porchs lending strategy as it scales ensuring alignment with pipeline opportunities and ecosystem needs.
- Portfolio Oversight:Oversee portfolio performance monitoring risk assessment and reporting; guide improvements to underwriting project monitoring and loan management policies.
- Risk & Default Systems:Strengthen systems for project monitoring early risk detection intervention and default management.
- Capital Tools & Innovation:Explore opportunities to expand FPIs financing tools(loanparticipations credit enhancements bond financing LIHTC-related mechanisms).
- Contract & Partner Management:Manage lending contracts for underwriting and servicing ensuring performance compliance and strategic alignment; assessevolvingorganizational needs.
- Supervision:Provide strategic supervision to the Housing Loan Fund Manager includinggoal-setting performance management and ongoing coaching. Ensurecohesivelending and development functions.
Internal & External Leadership (10%)
- Executive Advising:Serve as a strategic advisor to the Executive Director on opportunities risks and emerging trends in development.
- Subject Matter Expertise:Serve as internal subject matter expert to supportpolicy communications and other teams.
- Capital Partnerships:Cultivate partnerships with capital providers including CDFIs banks philanthropic investors and syndicators to expand financing for affordable housing.
- Regional Leadership:Participate in regional planning and policy initiatives related to housing infrastructure and economic development.
- Public Representation:Represent Front Porch publicly and support fundraising conversations related to development and capital deployment.
Qualifications:
- Bachelors degree in Urban Planning Real Estate Development or a related field; advanced degree preferred.
- 510 years experience in affordable housing development finance or large-scale real estate strategy.
- Experience assembling development deals managing partnerships and coordinating complex projects.
- Strong understanding of public/private development tools (TIF LIHTC bonds infrastructure financing layered capital).
- Excellent relationship-building facilitation and communication skills.
- Ability to manage multiple priorities in a fast-paced entrepreneurial environment.
