The Office of Contracts (OC) within the Department of Social Services is under the direction of the General Counsel. The Office of Contracts headed by the Agency Chief Contracting Officer (ACCO) oversees the procurement functions for the Agency. The office is responsible for procuring both client services as well as a wide range of goods and non-client services for the Agency. OC ensures that the Agencys contracts are procured in compliance with the New York City Charter and the Citys Procurement Policy Board (PPB) Rules as well as the Mayors Office of Contracts (MOCS) and the Office of Management and Budget (OMB) guidelines. OC assists DSS program areas by supporting their procurement efforts and by providing technical assistance and training as needed. OC fulfills its goals and the Agencys mission by functioning as a central liaison between the Agencys program areas which monitor and evaluate the services provided by the vendors and the various City oversight offices i.e. MOCS OMB and the Citys Comptroller charged with registering the Agency contracts.

The Procurement Implementation Division (PID)/ Human Services manages the key procurement actions following vendor evaluation identification and selection including but limited to Public Notices; vendor verification; financial and contract review; insurance compliance and other award milestones as outlined in the Procurement Policy Board (PPB) rules.

Under the direction of the Director of the Procurement Implementation Division/ Human Services (PID/HS) with wide latitude for the exercise of independent initiative and decision making the Deputy Director of PID/HS DHS is responsible for the management of the day-to-day operations of the Agencys procurement portfolio categorized for the Department of Homeless Services contracts. The Deputy Director performs complex work to ensure the accuracy of transaction details and timely execution of processing steps involved in the implementation and management of contracts per the Procurement Policy Board (PPB) rules.

The Procurement Implementation Division/ Human Services (PID/HS) is looking for one (1) Administrative Procurement Analyst NM-I to function as a Deputy Director / PID Human Services - DHS who will:

- Oversee and coordinate the workflow assignment and processing of various procurement activities for DSS/ DHS Program Areas and other satellite entities such as Mayors Office of Immigrant Affairs (MOIA) and End Gender Based Violence (ENDGBV). These procurement actions include but are not limited to new contracts contract amendments renewals negotiated acquisitions negotiated acquisition extensions and discretionary awards. Ensures all procurement processes comply with regulatory mandates and are completed within required timeframes to avoid service disruption across critical services programs.

- Prepare confidential and intricate reports for the Agency Chief Contracting Officer (ACCO) Senior Deputy Agency Chief Contracting Officer and/ or Deputy Agency Chief Contracting Officer. These reports identify statistical groupings; deficiencies; status updates; any issues that may delay the timely registration of contracts; contract data; analysis of processing progression and immediate status and expiration data.

- Plan the assignment and review of procurement transactions. Review and approve contract packages developed by unit analysts for processing and submission for registration to the Office of the Comptroller.

- Act as a representative for the Office of Contracts at meetings within and outside of the Agency. Serve as the adjunct liaison for the Office of Contracts with various stakeholders including Agency leadership program areas and oversight agencies such as the Mayors Office of Contract Services (MOCS) New York City Department of Finance and the Department of Investigations (DOI) providing relevant information on issues related to the status of procurement actions administration and continuation of services after contracts expirations.

- Conduct monthly portfolio review meetings to provide and advise Program Area on procurement transaction status Agency procurement policy and procedure legal requirements and complex contracting actions to ensure compliance with agency procedures and to facilitate the timely implementation and delivery of contracted services.

- Advise potential contractors on citywide charters policy procedure and mandates during the development stages of new contract transactions and the amendment or renewal of existing contracts; provides clarification of legal terms and conditions of contracts to vendors.

- Coordinate and deliver training to Program Areas on internal contract policies procedures and relevant Federal State and City regulations related to human service contracts. Coordinate and provide Agency procurement staff with updates and changes in procurement laws human services regulations and best practices to ensure ongoing compliance and effectiveness.

- Participate in special projects related to human service procurement. Provide technical assistance and guidance to internal teams and external providers regarding procurement procedures and contract requirements and compliance with procurement policies and regulations.

- Collaborate with DSS/ DHS Program Areas the Office of Legal Affairs and the DSS Office of Finance to develop procurement strategies that align with service goals and regulatory requirements.

- Conduct biweekly one-on-one meetings with team members to review caseloads offer strategic recommendations and provide individualized support to enhance performance and well-being.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing procurement contract administration or a related field at least eighteen months of which must have been in an administrative managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in 1 above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in1 above.
