The Opportunity
WSDOTs Multimodal Planning & Data Division is currently seeking to fill a Travel Data Collection Trainer/Field Supervisor in Tumwater WA. Under the direction of the Data Collection Supervisor this position supports state and federal data-driven decision making relative to the public road network by leading a team in collecting traffic data and performing associated tasks. This positions primary duties are to train lower-level technicians and lead a team in traveling throughout Washington State to install and maintain temporary traffic counting equipment in and adjacent to the addition you will routinely perform three-and four-hour manual traffic counts from a state vehicle parked near the traveled way. Other duties most frequently involve assisting the Short Count Supervisor in preparing maps and count locations for field crews and covering most duties of the Short Count Supervisor when that person is unavailable. What to Expect
This position will perform field work in adverse weather conditions and in varying temperatures and humidity levels. Consecutive weeks of statewide travel for up to a week at a time. Crossing lanes of travel while carrying equipment. Performing repetitive physical movements including bending squatting kneeling and hammering motions.
Among the varied range of responsibilities held within this role the Travel Data Collection Trainer/Field Supervisor will:
- Supervise Transportation Planning Technicians in performing skilled technical duties in transportation planning involving field collection of traffic data for classification and summarization of various types of field information for data bank retention for further analysis by others.
- Lead in the training of new and/or lower-level technicians.
- Assist the Short Count Data Collection Supervisor to coordinate organize and monitor special traffic (motorized and non-motorized) count projects for origin- destination studies before & after transportation studies mobility travel time planning studies and safety improvement projects.
- Perform setting monitoring and evaluating field traffic counters.
- Perform visual manual counts to collect validate and summarize road usage data necessary for the planning design construction and maintenance of the state transportation system.
- Responsible for the selection of site locations and final installation site of short duration monitoring equipment traffic counters Bluetooth devices license plate reader cameras and any other specialized equipment needed to collect data for multiple traffic studies.
- Lead weekly staff meetings with the Short Count Data Collection Supervisor covering safety topics work plans future and any staff issues or concerns.
- Conduct annual employee evaluations in the WSDOT Performance Management System.
- Create and summarize field documentation of assigned traffic counts.
- Complete field summary paperwork before submission to Data Processing Section.
- Perform on-site validations for permanent counting equipment and video traffic manual counts.
Qualifications
To be considered for this opportunity the following are required:
- Traffic Data Collection & Analysis: Demonstrated ability to efficiently and safely conduct traffic studies interpret complex traffic patterns and determine appropriate data-collection methods under varying equipment and safety constraints.
- Workload & Time Management: Ability to assess priorities manage multiple tasks and consistently meet quality and timeliness expectations in a dynamic field environment.
- Extensive Travel & Schedule Reliability: Ability to travel statewide for extended periods and reliably meet field schedules requiring week-long travel for much of the year.
- Communication & Documentation: Strong verbal and written communication skills including the ability to receive and act on feedback document data-collection activities clearly and update procedures in a concise and understandable manner.
- Independent Productivity: Proven ability to work with limited supervision while maintaining a high level of accuracy efficiency and accountability.

- Field Readiness & Physical Capability: Ability to safely perform the physical requirements of fieldwork including maneuvering equipment up to 100 lbs. carrying tools across active roadways working in adverse weather navigating uneven terrain and using hand and power tools required for equipment installation.
- Computer & Technology Literacy: Proficiency with general computer applications including internet-based tools and the Microsoft Office suite.
- Licensing & Certifications: A valid drivers license and the ability to operate state-owned vehicles and the ability to obtain traffic-control flagger and basic first aid/CPR certifications within six months of employment.

- Safe & Compliant Vehicle Operation: Ability to operate motor vehicles in alignment with state policies and guidelines including OFM M53.50 and WSDOT M3032.34 ensuring safe responsible and policy-compliant driving practices.
- Traffic Control Design Application: Working knowledge of the Washington State M54-44 Traffic Control Design Guide and the ability to apply its principles to ensure safe and effective traffic operations during field data collection activities.
