As a Program Specialist 3 youll play a role in the implementation of SB 1533 for Single Employer Electrical Programs training in the 01 General Journey Level occupation. Youll provide technical assistance coordination consultation and regulatory monitoring of the requirements of the new law.


The Apprenticeship Program is a highly specialized and Regulatory program. The Apprenticeship Programs mission is to protect the health safety and education of the apprentice while helping employer and employee groups develop and maintain structured Registered Apprenticeship (RA) programs. This position provides specialized unique knowledge within a specific subject enforced by the Apprenticeship Program.

Duties

Some of what youll do:


  • Analyze documents submitted by Program sponsors for completeness and accuracy and compliance with RCW 49.04.305 and WAC.
  • Provide information and technical assistance to programs utilizing the requirements in RCW 49.04.305 and WAC.
  • Analyze data identify problems program needs and provide consultation to management stakeholders and the Washington State Apprenticeship and Training Council (WSATC).
  • Provide information and technical assistance in developing and establishing procedures and policies related to implementation and continued monitoring of RCW 49.04.305 and WAC and its requirements.
  • Conduct and assist the Compliance Specialist with statewide investigations recommends corrective action when needed.
  • Provide consultation and technical assistance on best practices when requested by internal and external partners.
  • Provide technical support in the development and provide education and training to program staff external sponsors and their staff on compliance requirements for WAC.
  • Provide Technical assistance in the quarterly review process regarding attestations annual notifications and other requirements related to RCW 49.04.305 and WAC
  • Review and prepare all documentation for analysis action and recommendations during all external review meetings including but not limited to: Compliance Technical Review Team the WSATCs Compliance Review and Retention Subcommittee (CRRS) and the WSATC.

Qualifications

Required:


  • Bachelors degree or completion of a 4-year registered apprenticeship.

AND

  • Two years of experience including planning policy analysis coordination and consultation with a variety of public and private agencies organizations and/or levels of government.

OR

  • A combination of education apprenticeship and experience as referenced above totaling 6 years. Experience substitutes for education at the rate of one year of experience for one year of education.


Desired:


  • Communicate professionally and effectively with Apprenticeship Program internal and external stakeholders.
  • Excellent organizational and time management skills as well as the ability to manage projects.
  • Ability to analyze written or verbal information for the purpose of recognizing and correcting deficiencies policy or math errors omissions etc.
  • Experience compiling and analyzing data.
  • Excellent and current office workplace computer skills: Intermediate to expert skills with Microsoft Word Excel and PowerPoint.

For this position telework is not permitted during training after training 1 day a week in the office or dependent upon business needs and supervisor approval. The assigned duty station for this position is Tumwater Washington.
