The Opportunity
WSDOT is seeking an experienced financial leader to manage the Payments & Receipts team within the Accounting and Financial Services Division (AFS). In this role you will oversee statewide accounts payable cash receipting and purchase card payment operations ensuring these critical functions are performed accurately efficiently and in full compliance with federal and state requirements. As the agencys technical expert for statewide travel policy and a key contributor to financial policy development you will provide guidance training and oversight that strengthen internal controls and support consistent financial practices across all regions and divisions. What to Expect
The AFS Division serves as WSDOTs central authority for statewide financial operations providing leadership oversight and essential services to internal and external partners. AFS manages statewide financial systems and data develops and implements financial policy delivers comprehensive accounting services including payroll payments receivables grant management procurement and financial reporting and supports agencywide decision-making through expert analysis and consultation.
Among the varied range of responsibilities held within this role thePayments and Receipts Manager will:
- Be responsible for leadership and management of the Payments and Receipts Team to include performance reviews training and development of 10 accounting professionals.
- Act as the WSDOT designated accounting and financial management subject matter expert for payments and receipts.
- Ensure compliance with RCW WAC various internal manuals and state and federal policies and procedures.
- Oversee the collection of cash receipts from private state federal and local sources and payments for vendors employees contractors and consultants.
- Manage statewide travel policies making sure WSDOT follows Office of Financial Management (OFM) and IRS guidelines.
- Develop and manage procedures for processing financial documents using workflows ensuring payments and receipts comply with state and federal requirements.
- Coordinate with the Office of State Treasurer State Auditor Office OFM and WSDOT programs and regions to maintain compliance.
- Oversee WSDOTs purchasing card program directing all program activities priorities and policy administration in collaboration with OFM and the Department of Enterprise Services.
- Provide oversight of purchasing card payments and reconciliations for Headquarters North Central Region and Olympic Region the agency Excise Tax payments and the Unclaimed Property process.
Qualifications
To be considered for this opportunity the following are required:
- Accounting and Financial Knowledge:Knowledge of GAAP GASB and applicable federal and state requirements.
- Financial Analysis:Ability to analyze financial data identify discrepancies and ensure accurate reporting using complex financial systems.
- Leadership and Performance Management:Demonstrated success in leading teams and managing performance.
- Policy Development and Implementation:Ability to work across organizational programs and with state or federal agencies to assist in development application and implementation of policies and procedures.
- Problem Solving and Critical Thinking:Skills to identify financial issues evaluate options and implement effective solutions.
- Communication and Collaboration:Effectively communicates orally and in writing provides financial guidance and works collaboratively with internal and external teams.

It is preferred that qualified candidates also have:
- Advanced Accounting Application:Experience applying advanced accounting knowledge to interpret financial data ensure compliance and support strategic decision-making.
- Supervision and Team Development:Demonstrated effective supervision skills including coaching delegation and performance management to achieve financial goals.
- Systems Knowledge:Working knowledge of TRAINS systems that interface with it and WSDOTs Purchasing Card System and experience with WSDOT DataMart operations.
- Data Analysis:Ability to analyze complex financial and operational data to identify trends risks and opportunities for improvement.
- Travel and Policy Expertise:Expert knowledge of statewide travel policy and WSDOT-specific policies and manuals.
