Project Manager (Technical Lead)

We are looking for a Project Manager (Technical Lead) who will play a pivotal role in ensuring that NORCAP projects deliver on time within scope and in compliance with donor and organisational requirements.

The role combines technical leadership building a strong community of practice among project managers with hands-on project management responsibilities including reporting grants management risk and compliance and partnership development. The successful candidate will also lead efforts to streamline project management processes and systems across NORCAP ensuring consistency and efficiency.

This is a temporary position (6 month contract) based in Oslo Norway under a national employment contract.

• Provide technical support and supervision to Project Managers across NORCAP to ensure a unified approach to project management.
• Lead the technical development of project management practices and maintain a strong community of practice.
• Contribute to organisational learning and continuous improvement in project management.
• Manage projects to deliver objectives within agreed parameters: time cost quality scope benefits and risk.
• Ensure timely and high-quality donor reporting (narrative and financial) and maintain strong donor relationships.
• Develop and review partner agreements and ensure compliance with legal and governance standards.
• Conduct risk assessments and implement mitigation measures.
• Oversee budgeting financial forecasting and compliance for selected projects.

To excel in this role candidates should possess the following qualifications and skills:

• Strong understanding of project management methodologies and tools.
• Masters degree in a relevant field (social sciences development studies or equivalent).
• Minimum 7 years of experience in humanitarian development or peacebuilding sectors.
• At least 5 years of experience in project management preferably with certification (Prince2 or similar).
• Proven experience in grants management donor compliance and financial reporting.
• Experience in risk assessment and stakeholder engagement.
• Excellent interpersonal and communication skills; fluency in English required.
• Ability to work in diverse cultural contexts and manage complex projects under pressure.
