State Opioid Response (SOR) Treatment Specialist (HCPS/DBHR) - Project

This is a project position funded through 9/29/2027.


This is a chance to help lead Washingtons response to the opioid crisis by managing major grant-funded programs that expand access to life-saving treatment and recovery services across the state. The role is a great fit for someone with experience in grants contracts budgets and behavioral health programs who understands medications for opioid use disorder and how treatment systems work. Youll work closely with community providers Tribal partners state agencies and policymakers to build effective data-informed programs that prevent overdoses and support long-term recovery.

About the division:

The Division of Behavioral Health and Recovery (DBHR) within HCA provides leadership to improve the health status of vulnerable populations improve economic stability and self-sufficiency; and improve individual and public safety. DBHR promotes strategies that support healthy lifestyles by preventing the misuse of alcohol tobacco and other drugs while supporting recovery. This position directly contributes to meeting the mission of HCA/DBHR by integrating substance use disorder treatment programs and services to promote healthy lifestyles and improve individual and public safety understanding of and eradication of stigma and prejudice for substance use disorder (SUD) and increasing capacity for community-based care.


About the position:

This position is housed within the Substance Use and Overdose Response Unit of the Adult Substance Use and Treatment Section under DBHR and is responsible for administering SAMHSA-funded State Opioid Response (SOR) grant contracts. The role plans develops implements and monitors SOR-funded treatment initiatives that expand access to FDA-approved medications for opioid use disorder (MOUD) and support the full continuum of prevention treatment and recovery services for opioid and stimulant use disorders. It also oversees partnerships with Tribal communities and key agencies such as the University of Washington Addictions Drug & Alcohol Institute (ADAI) Department of Health and Research Data and Analysis (RDA) to advance data-informed and culturally responsive treatment efforts. This work directly supports Washington States Opioid Response Plan DBHRs mission to reduce overdose deaths and the Governors Executive Order addressing the opioid public health crisis.


This position is eligible to telework but is required to travel occasionally or report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports toOlympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.


Duties


Some of what you will do:


  • Develop implement and manage the SOR Treatment programs and projects which are designed to expand and enhance the capacity of organizations to initiate MOUD and subsequently coordinate referrals to community programs for MOUD maintenance and other recovery supports. These programs will include but not limited to the Opioid Treatment Network (OTN) Hub and Spoke Project the Reentry Post-Release Program and the Care for Opioid Offenders Released from Prison (COORP) and Work Release (WR) Programs.
  • Monitor contracts related to SOR Tribal projects attend meetings with HCA OTA and Communication divisions AI/AN subject matter experts and contractors to support Tribal media campaigns in alignment with SOR grant directives.
  • Manage contracts for SOR funded ADAI RDA DOH and other contracts as signed to provide technical assistance and trainings for SOR Treatment programs.
  • Collaborate with ADAI and RDA to provide technical assistance and training to support the SOR Treatment Programs. Attend monthly meetings with SOR technical assistance contractors.
  • Assist with on-site and virtual site visits for SOR Treatment programs.
  • Ensure that the Health Care Authority and Division of Behavioral Health and Recovery (DBHR) follow all contractual requirements and expectations of state and federal (SAMHSA) agencies/
  • Ensure Contractors are in compliance with all pertinent statutes regulations and policies. Monitor multiple subcontracts to ensure contract compliance with required deliverables through on-site visits monitoring plans of corrections monthly processing of invoices review and approval of all reports on a regular basis.
  • Ensure timely and accurate data collection analysis. and reporting across all project sites. Conduct regular performance measurement and outcome evaluations.
  • Make policy recommendations based on data and outcome measures that show results or promise in improving treatment outcomes for individuals with an opioid use disorder.


Qualifications


Required qualifications:

Qualifying candidates will meet one of the following criteria options:


Option 1:

Masters degree or higher in Public Health Social Services Behavioral Health Social Sciences or closely related field andtwo (2) years of the required experience below


Option 2:

Bachelors degree in a field identified above andfour (4) years of the required experience below


Option 3:

Eight (8) years of the required experience below


Option 4:

One year as a Health Care Program Consultant (formerly Medical Assistance Program Specialist MAPS1)


Note: Must have a valid WA state drivers license and be able to travel.


The required experience includesthe following:

  • Consultative or supervisory experience in health services social services Medicaid behavioral health or other health care programs including:
    • Experience in coordinating and managing federal state or private grants. Knowledge of federal and state behavioral health statutes rules and regulations for MOUD (e.g. methadone buprenorphine products naltrexone products) and Medicaid regulations.
    • Knowledge of Medication for opioid use disorder (MOUD) overdose prevention and education Medical Assisted Recovery Supports (MARS) office-based opioid treatment and opioid treatment programs.
    • Knowledge of behavioral health programs and models of care based on recovery and resilience and national and local trends in care and practice including evidence-based and research-based practices.
  • Ability to work collaboratively and communicate effectively with diverse and multiple stakeholders including consumers advocates providers local government officials and staff state staff legislative staff and legislators to develop policies and procedures for management of publicly funded behavioral health services.
  • An in-depth understanding of contract requirements management monitoring fiscal oversight continuous quality improvement and corrective action plans.
  • Project budget development and management experience.
  • In-depth knowledge of the opioid epidemic in Washington State and nationally.
  • In-depth knowledge of the substance use disorder continuum of services in Washington State.
  • Strong analytical skills with the ability to understand data analysis program evaluation and substance use disorder research.


Preferred qualifications:

  • Three years or more experience working with federally recognized tribes or urban Indian programs ethnic/racial minority communities sexual minority communities and/or other marginalized and underserved populations.
  • Maintains a Substance Use Disorder Professional and/or Mental Health license from the WA Department of Health Licensing or has substantive clinical experience in MOUD and treating Substance Use and/or Mental Health Disorders.
  • Ability to direct complex and/or design innovative and new behavioral health programs.
