Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Property Acquisition Office is looking for a Realty Services Officer to be part of a diverse and growing team and ensure that property and property rights are acquired by Metrolinx in accordance with Ministry and Corporate guidelines and to provided preliminary options of value.
What will I be doing
  • Support project delivery teams in the identification of propertyrequirementsthroughout the design process
  • Coordinate with environmental and project delivery teams to secure early access for due diligence andcompletion ofpre-acquisition work
  • Provide preliminary opinions and/or of market value by completing estimates of value of various property interests as requested
  • Incorporate estimates of value into estimates of preliminary project cost estimates and organization reporting and tracking systems
  • Arrange for property appraisals and environmental reports to be conducted by contracted external consultantsand vendors
  • Support additional due diligence and pre-acquisition workthrough engagement ofconsultants including obtainment of surveys and draft reference plans and draft expropriation plans
  • Participate and coordinate with the acquisition of property and or property rights and negotiation(s) all in accordance with Ministry Metrolinx corporate guidelines and policy including the preparation ofjustification reports and recommendations for approval by Sr. Management Executive Committee and/or the Board as applicable
  • Support negotiations and acquisitions via consultants and/or Property Acquisition Units for timely delivery of property requirements
  • Review property-related documents draft legal agreements and or reports issued by consultants
  • Coordinate acquisition of land or interests in land by expropriation in accordance with corporate policy in support of Legal Services and the Expropriations Act including interface with the Ministry of Transportation as may be required
What Skills and Qualifications Do I Need
  • A degree or diploma in business real estate urban planning or related field
  • Minimum of 5 years progressively responsible experience in property acquisition property management negotiations appraisals leasing and assessment
  • Working knowledge of the Planning Act the Expropriation Act the Assessment Act and the Financial Administrations Act
  • Ability to interpret and apply relevant legislation including the Metrolinx Act and the Ontario Realty Directive
  • Ability to interpret construction plans engineering drawings survey plans property deeds property purchase agreements leases licenses easements and other legal agreements;
  • Good knowledge of assessments assessment appeal procedures mill rates and grants-in-lieu
  • Excellent organizational and analytical ability
  • Excellent oral and written communication skills
  • Ability to deal with tact professionalism and diplomacy when negotiating property acquisitions or leases and/or for temporary easement property issues or resolving delicate landlord/tenant conflicts
