The Employee Services Department is actively seeking a Human Resources Assistant.

This is paraprofessional work in the administration and maintenance of human resources services programs and systems. Work requires knowledge of the techniques methods and procedures used in human resources activities as well as collective bargaining agreements and pay plans which is acquired through a combination of training and on the job experience. Contacts with others require skills in understanding and influencing people which are important in the administration and maintenance of human resources services programs and systems. Work is semi-routine in that tasks are covered by standard practices and procedures but some latitude is permitted to consider the most appropriate practice or procedure to follow. Work also involves differing situations requiring use of judgment in search for solutions or new applications within ones own experience. Work is performed in an office environment. Operates personal computers and standard office equipment. Physical demands consist mainly of sitting or standing at a workstation for extended periods of time using standard office equipment on an ongoing basis and occasionally lifting and moving light objects. Work is performed under general supervision where work assignments are varied and the worker is permitted some latitude to set priorities subject to the superiors approval.

Examples of Work

  • Reviews researches and processes a variety of human resources actions and advises agencies and departments of recommended disposition or necessary action.
  • Establishes and maintains a complex time and attendance record system involving transactions in compliance with collective bargaining units and pay plans.
  • Responds to inquiries and provides information on human resources matters and issues such as payroll and leave policies and procedures collective bargaining agreements and Civil Service and Personnel Rules and Regulations.
  • Reviews and recommends revisions to human resources procedures.
  • Establishes and maintains human resources files and associated records and systems including interfacing with payroll benefits pension and other related activities.
  • Audits leave and other human resources records and reports.
  • Compiles data for development of recommendations reports charts and spreadsheets.
  • Provides technical guidance assistance and training to other employees on human resources matters and issues.
  • Enters data into the payroll and other automated systems.
  • Prepares correspondence and reports.
  • Operates a personal computer utilizing word processing spreadsheet time and attendance system and HRIS software applications/systems and other standard office equipment.
  • Demonstrates proficiency in the City of Jacksonvilles competencies.
  • Performs related work as required.

Knowledge Skills and Abilities

  • Knowledge of rules regulations policies procedures and guidelines governing human resources activities as well as collective bargaining agreements and pay plans.
  • Knowledge of payroll time and attendance and leave policies and procedures.
  • Knowledge of the Citys organization and administration.
  • Knowledge of data-gathering techniques methods and procedures.
  • Ability to conduct audits of leave and other human resources records and reports.
  • Ability to research analyze interpret and apply rules regulations policies procedures and guidelines governing City human resources activities as well as City collective bargaining agreements and pay plans.
  • Ability to establish and maintain human resources records and files.
  • Ability to perform and verify mathematical calculations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to follow oral and written instructions.
  • Ability to operate personal computers utilizing word processing spreadsheet time and attendance system and HRIS software applications/systems.
  • Ability to operate standard office equipment.
  • Ability to establish effective working relationships.

Open Requirements/Supplemental Information

  • Three years of education and/or experience in clerical support work one year of which must include human resources related work which includes payroll data entry; establishing auditing and maintaining personnel files payroll records and/or leave records; and/or reviewing researching and processing human resources forms records files and requests.
OTHER REQUIREMENTS:
  • The probationary period for this classification is six (6) months.
