Position Description
The Chief Asset & Capital Management Officer (CACMO) is seeking to hire a Senior Program Manager to design plan and manage implementation of special projects initiated by the Office of the CACMO to support the work of the A&CM Division more broadly working in coordination with other areas of NYCHA as relevant. These special projects will include a variety of initiatives to enhance A&CM strategy and operations or more tactical efforts to problem-solve and sustainably address important issues that arise in the course of A&CMs business. Special projects will involve new business strategies policies processes and supporting technology data human resources and training and will frequently require analytical structuring and quantitative and qualitative analysis.
The Senior Program Manager will work closely with other staff in the Office of the CACMO and across the division and coordinate significant cross-departmental cross-divisional and external senior stakeholder collaboration to build buy-in and facilitate effective implementation of these addition the Senior Program Manager may also take on high-priority requests and urgent coordination needs related to the Office of the CACMOs work.
Candidates should have strong skills in strategic planning strategy and policy development and program and project management; the ability to quickly build content knowledge in new areas; data and process fluency; adeptness at building relationships with senior staff with diverse profiles and fostering ownership and collaboration; and experience utilizing the informal authority of an executive office to facilitate effective problem-solving across diverse issues and teams and to ensure accurate reporting. Candidates will need to be able to balance multiple high-priority assignments at the same time and effectively navigate between big picture and detailed thinking. Ideal candidates will also bring familiarity with public and affordable housing capital projects planning and management including alternative project delivery methods public sector procurement practices and vendor and contract management and key agencies and municipal processes involved in capital projects delivery in New York City.
Some key day-to-day responsibilities include:
-Drive analytical structuring of hypothesis-based problem-solving for complex strategic or operational issues including data analysis and visualization.
-Develop detailed plans to achieve goals and outputs of strategic projects.
-Engage internal and external stakeholders to identify and prioritize activities required and coordinate implementation of these activities.
-Create policy or implementation guidance training or other materials as needed to implement these projects across a large number of teams and staff.
-Proactively identify and mitigate risks and analytically structure and problem-solve issues that may arise during execution of these projects.
-Track and report out on project plans to internal and external stakeholders and support broader updates to senior internal and external stakeholders as required through preparation of materials coordination of meetings etc.
-Identify cross-cutting change management needs and design and coordinate implementation of change management activities associated with special projects.

Qualifications :
1.A baccalaureate degree from an accredited college and three years of satisfactory full-time experience related to the projects and policies to be studied in the particular position including eighteen months of experience in a managerial consultative administrative or supervisory capacity; or
2.A satisfactory equivalent of education and/or experience.
