The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative effective and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the States investment in technology by promoting smart decision-making solving problems intelligently increasing the rate of project success and fostering skilled and professional staff. The Administrator of Architecture Standards and Platforms (ASP) reports directly to the Chief Product Officer and provides strategic and operational leadership over the primary functions that enable modern application delivery and support. This includes enterprise architecture standards design and user experience frameworks continuous integration and delivery pipelines hosting and orchestration platforms and developer enablement services. This role is accountable for setting enterprise-wide direction for technology stack adoption driving reusability and standardization across development teams and ensuring application and infrastructure layers are resilient observable and scalable. This role integrates deep technical expertise with a pragmatic service-oriented approach to meet agency needs while governing enterprise alignment interoperability and long-term cost-effectiveness. The role collaborates heavily with other OTS leaders including product delivery security infrastructure and agency relationship functions to ensure platforms and applications are secure performant maintainable and customer aligned.

The Division of Administration is the state governments management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the states capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

One year of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus six years of experience in information technology or administrative services; OR

An associates degree in information technology plus six years of experience in information technology or administrative services; OR

A bachelors degree plus six years of experience in information technology or administrative services; OR

A bachelors degree with twenty-four semester hours in an information technology computer science engineering mathematics or business analytics field plus five years of experience in information technology or administrative services; OR

A masters degree plus five years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any area.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

Enterprise Application Architecture & Standards Governance -
Develops maintains and enforces architecture principles and patterns across all application development and modernization efforts. Leads technical oversight of enterprise application architecture including domain-driven design integration API strategy and reuse of core services. Chairs the architecture review groups and promotes adherence to approved technologies frameworks and design conventions.

Platform Engineering DevOps & Developer Enablement -
Oversees the strategic development operation and continual enhancement of CI/CD pipelines artifact repositories environment provisioning and automated testing. Manages state-hosted and hybrid cloud development platforms including container orchestration PaaS/IaaS environments and infrastructure as code. Drives platform reliability and performance through modern DevOps and SRE principles (observability resiliency autoscaling and rollback strategies). Ensures developers across OTS and agencies have access to secure consistent and performant build environments and toolchains.

Application Design Front-End Architecture & User Experience Standards -
Leads statewide efforts to define and institutionalize user interface/UX design patterns accessibility standards (WCAG/508) and responsive design frameworks. Establishes and maintains shared component libraries and front-end development patterns for use in all modernization projects. Promotes inclusive design thinking and works with delivery teams to ensure software is intuitive and accessible for all users.

Modernization Alignment Strategy & Collaboration -
Partners with project delivery and customer relationship teams to align platform and architecture capabilities with ongoing and future modernization projects. Advises project teams on appropriate design patterns scalability concerns and long-term maintainability of application solutions. Champions an inner-source culture encouraging cross-agency and cross-team reuse of code patterns and platform capabilities.

Other Duties as Required -

Supports the CIO and other key positions in statewide IT strategic planning technology investment oversight and cross-agency technical initiatives. May represent the State on intergovernmental architecture and DevOps working groups public-private forums or national technology consortiums.
