Procurement Officer

INTRODUCTION

The Procurement Function of Beaumont Hospital is responsible for ensuring the Hospitals compliance with national and European purchasing regulations. The Procurement Function awards contracts for a range of medical and non-medical supply and service requirements and for high-value capital projects. Through the deployment of strategic purchasing solutions the Procurement Function safeguards the attainment of value-for-money regarding the discharge of public funds and effectively manages contractual risk on behalf of end-users throughout the Hospital.

The role in question necessitates a demonstrable understanding of all aspects of public procurement as a regulated activity. The successful candidate will assist with the preparation of Invitation to Tender documentation to include liaising with internal stakeholders.

• Providing administrative support for the Head of Procurement regarding all aspects of the management of the Procurement Function.
• Providing administrative support to the Procurement Function as a whole by maintaining accurate competition files in connection with all tendering procedures.
• Communicating with internal and external stakeholders (including successful suppliers and service providers) in a professional and courteous manner.
• Analysing data and producing reports at the request of the Head of Procurement regarding levels of compliance throughout the Hospital.
• Assiting with the preparation review and amendment of contracts service level agreements and terms and conditions on behalf of Beaumont Hospital.
• Assisting with the preparation of Invitation to Tender documentation to include liaising with internal stakeholders in order to develop detailed Specification of Requirement documentation.
• Operating the governments procurement opportunities portal () in order to advertise competitions and to publish award notices as required.
• Drafting evaluation matrices for use by internal stakeholders when assessing tender submissions.
• Assisting with the evaluation of tender submissions to include attending crossfunctional evaluation meetings.
• Drafting notification letters for review by the Head of Procurement.
• Retaining accurate minutes and notes of all evaluation meetings.
• Ensuring a high level of communication within the Procurement and Supplies Functions.
• Developing and maintaining an expertise in respect of public procurement jurisprudence regulatory amendments and industry developments.
• Supporting the Head of Procurement in respect of the ongoing modernisation of the Hospitals Supplies Function to include monitoring instances of non-catalogue purchasing and ensuring that best practice is safeguarded at all points of the procureto-pay cycle.
• Ensuring that sufficient safeguards and controls are in place to drive compliance and prevent ad-hoc unauthorised purchases (e.g. New Product Request Form etc.).
• Responding to ad-hoc queries from internal stakeholders regarding various procurement requirements.
• Supporting the Head of Procurement and the Procurement Function in responding accurately to all requests from information arising from the C&AG and/or the Public Accounts Committee.
• All other duties as may reasonably be directed by the Head of Procurement.

Qualifications

Selection Criteria:

Selection criteria outline the qualifications skills knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.

Applications will be assessed on the basis of how well candidates satisfy these criteria.

Mandatory:

Professional Qualifications Experience etc.
(a) Eligible applicants will be those who on the closing date for the competition:

(i) Have satisfactory experience as a Clerical Officer in the HSE TUSLA other statutory
health agencies or a body which provides services on behalf of the HSE under Section
38 of the Health Act 2004.

Or

(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects
in the Department of Education Leaving Certificate Examination including
Mathematics and English or Irish1
. Candidates should have obtained at least Grade C
on higher level papers in three subjects in that examination.

Or

(iii) Have completed a relevant examination at a comparable standard in any equivalent
examination in another jurisdiction

Or

(iv) Hold a comparable and relevant third level qualification of at least level 6 on the
National Qualifications Framework maintained by Qualifications and Quality Ireland
(QQI).

Note1

Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a
foundation level paper is not acceptable.
Candidates must have achieved these grades on the Leaving Certificate Established
programme or the Leaving Certificate Vocational programme.
The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability including a high standard of suitability for the proper discharge of the office.

   Age
   Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.

   Health
   Candidates for and any person holding the office must be fully competent and capable of
   undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

   Character
   Candidates for and any person holding the office must be of good character.

• The successful candidate will be fully IT-literate and will be comfortable using Microsoft Outlook Excel and Word.
