The Department of Economic Security is seeking an experienced and highly motivated individual to join our team with the Division of Finance Operations (DFO) Financial Services Administration (FSA) as a Senior Finance Administrator. This position is responsible for overseeing FSA and directing all financial activity for the Agency through subordinate Budget and Finance Managers Senior Managing Analysts Managing Analysts Senior Financial Analysts and Financial Analysts. Beyond the responsibility to support training and mentorship for FSA team members this role provides leadership to finance and business professionals across the Department by setting standards sharing best practices and facilitating effective problem-solving across the different finance entities of the Department.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

Directly or indirectly supervise Budget and Finance Managers Senior Managing Analysts Managing Analysts Senior Financial Analysts Financial Analysts and support team members; and provide guidance mentorship and training to subordinate staff.
Develop strategic financial plans and recommendations for the Agency on all financial matters for executive-level management.
Manage and oversee reconciliations of accounts general ledgers and ad-hoc analysis; recommend cost allocation methodologies and identify cost-savings and revenue maximization opportunities; ensure compliance with the Arizona State Accounting Manual Generally Accepted Accounting Principles and applicable State and Federal Regulations; and identify potential internal control weaknesses recommend and implement potential solutions.
Monitoring financial activities including revenues expenditures appropriations budgets and obligations; and consulting with Division leadership in Operating Plan Meetings and executive-level management in 3 on 1 Meetings to develop and monitor division expenditure plans identify potential shortfalls and recommend potential solutions.
Oversee the agencys annual budget process including the development and submission to OSPB including in-depth analysis of financial issues development of decision packages completion of entry and electronic submission to OSPB continuous evaluation of legislative proposals and coordinate statutorily required reporting and requests.
Collaborate with business and finance leaders in the Divisions to educate empower and build succession plans mitigating risk to the agency while building skill sets that will provide opportunities for growth and advancement.

Knowledge in:

Expert in financial accounting methods.
Advanced knowledge of principles concepts practices methods and techniques of government accounting and financial management.
Advanced knowledge of budget procedures and grant management.

Skilled in:

Demonstrated strong leadership and management.
Multiple leadership and supervision techniques including interpersonal skills and building and maintaining professional working relationships and emotional intelligence.
Demonstrated ability to balance prioritize and organize multiple tasks.

Ability to:

Synthesize feedback and adjust plans accordingly.
Build strong relationships inside and outside the organization/
Analytically and logically resolve issues and interpret findings and arrive at sound accurate judgments and decisions.

Selective Preference(s):

The ideal candidate for this position will have:

A Bachelors Degree in Accounting or Finance or related field from an accredited college and a minimum of six (6) years of experience in budget development governmental accounting experience and extensive experience in reporting and database systems. A Masters degree in business or public administration or a related field may substitute for one to two (1-2) years of the required experience.

Pre-Employment Requirements:

If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS) the State-sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
