Business Intelligence Developer

Project Scope:

The Business Intelligence Developer (Contractor) shall have functional and technical knowledge skills and experience in Business Intelligence and Data Warehouse (BI&DW) tools frameworks standards processes and architectures. The role will work closely with business subject matter experts and BI&DW project team. As an integral part of the team the role is to help CalSTRS build better products with faster and better data and insights. The Contractor will be under the direction of the CalSTRS Business Intelligence & Data Warehouse Implementation Project Director or designee and may be assigned one or more teams/programs/projects during the services period. The Contractor must be able to perform all work on-site at the CalSTRS headquarters facility in West Sacramento CA. At CalSTRS discretion a different approach (i.e. fully in-office fully remote or different work hours) may be utilized based on CalSTRS business need and/or directive. Work must be performed during CalSTRS business hours and shall not be permitted on California State Holidays identified on the California Department of Human Resources website unless pre-approved in writing by CalSTRS management. All work schedules must be pre-approved in writing by CalSTRS management and must adhere to all applicable CalSTRS policies and procedures. The Contractor is responsible for any travel costs (including travel time) that they may incur while providing the services identified in this Statement of Work.

Roles/Responsibilities:

1. Work with data architects business analysts Extract Transformation Load (ETL) developers and business stakeholders to design develop and deliver high standard Business Intelligence (BI) solutions. This can include but is not limited to enterprise analytical reports dashboards data warehouse data lake data marts and ETL processes.
2. Integrate Generative AI capabilities with BI&DW platform to automatically generate business insights and recommendations reducing the need for manual data analysis and interpretation leading to faster decision-making.
3. Leverage machine learning and artificial intelligence to provide predictive business insights to anticipate future trends and opportunities.
4. Understand user expectations and create functional design documents and solutions based on the business requirements. Drive requirements through cross functional collaborations and connect dots from different requirements sources.
5. Analyze product performance identify key metrics and build analytical reports and dashboards to meet business needs implement the high priority initiatives and instill discipline and accountability into the product development process.
6. Lead and conduct functional testing of the Business Intelligence solutions thereby responsible for certification of product release before user acceptance. Encourage best practices and apply them in the team - responsible for functional product quality.
7. Build queries and large quantities of data by using Structural Query Language (SQL) or other data and statistical tools as well as reporting tools such as Tableau Power BI or Looker etc.
8. Execute deep dives into available data sets to provide insight on product quality performance and ensure a good user experience in support reports and dashboards.
9. Perform ongoing monitoring and optimization of reports and analytical solutions.
10. Review and provide any potential revisions to deliverables/documents to include conceptual/logical/physical data models data dictionaries data ETL plans etc.
11. Review and recommend any potential revisions to data related processes to include data integration data conversion data replication data migration etc.
12. Communicate timely to resolve technical issues and risks.
13. Develop user documentation and a variety of visual representation of data analysis and ensure consistency and accuracy of data and analysis provided.
14. Provide written weekly and/or monthly reports detailing various technical findings that may impact schedules resources and activities etc.

Mandatory Skills:

1. At least 2 years of hands-on experience in using Generative AI or Machine Learning to successfully deliver data analytics solutions.
2. At least 5 years of hands-on full-time experience of designing and developing data analytics and Business Intelligence dashboards with Microsoft (MS) Power BI.
3. At least 5 years of experience of creating Structural Query Language (SQL) queries optimizing SQLquery performance and modifying SQL elements such as procedure functions and views with a solid understanding of database principles.
4. At least 3 years of experience of developing data solutions with Snowflake or Amazon Web Services (AWS) Redshift data warehouses

Desirable Skills:

1. Bachelor s degree or equivalent experience in Computer Science Information Technology or similar field of study. CalSTRS reserves the right to request a copy of the degree.
2. At least 5 years of experience with Agile methodologies and Software Development Life Cycle.
3. At least 5 years of experience with Microsoft Power BI Data Analysis Expressions (DAX) to create queries measures and data models.
4. At least 3 years of experience in State agency or Financials or Investment portfolios or other regulated industry highly preferred.
5. The proposed project person will be able to adhere to the hybrid working model by working on-site 2-3 days per week at CalSTRS Headquarters West Sacramento CA. If no provide a short explanation. (no points)
