Relevant Experience & Requirements

• Bachelors degree in Management Information Systems Computer Science Business Administration Accounting or related areas preferably with a Masters Degree or equivalent
• At least 8 years experience in developing and implementing large-scale IT initiatives 2 to 3 years of which must have been in team leadership on relatively big systems development/implementation projects. At least 4 years of supervisory experience.
• Must possess minimum recent 3 years MS based software engineering experience including solution design & development implementation and production support in one or more Microsoft technologies such as Microsoft 365 Dynamics sales project operation PowerPlatform Power Portals and Azure Services.
• User experience-based design using Microsoft technologies
• Full stack development experience desirable.
• Strong analytical and problem-solving skills
• Excellent ability in requirements analysis systems analysis design and functional and detailed specifications preparation.
• Familiarity with software development lifecycle (SDLC) and Agile methodologies DevOps. CI/CD (Continuous Integration/Continuous Delivery) and testing/quality assurance.
• Experience in IT service management processes and tools required.
• Demonstrated teamwork (ability to work with others to achieve more effective results)
• Excellent written and verbal communication skills in English are required.

The selected candidate if new to ADB is appointed for an initial term of 3 years.

IMPORTANT INFORMATION:

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (Recruitment and Appointment). This appointment is not convertible to a regular appointment. After the initial fixed period ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADBs overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group department or office while considering the availability of funding sources.

Overview

The position is assigned in the Operation Division (ITOP) within ADBs Information Technology Department (ITD). ITD manages the information systems and technology services required for ADBs operational activities and knowledge exchange in Headquarters and Field Offices.

ITOP provides digital solutions by delivering and supporting software application/data/business process management service products. The division works with operation business stakeholders to ensure the digital solutions portfolio meets business support of delivering these services this division provides governance of applications for ADB. It also provides business process and data management foundational services to drive information consistency and efficiency of product delivery. Guided by the application governance framework and leveraging these foundational services the division provides digital solutions to support: 1) operations and knowledge management 2) finance and risk management and 3) administration and corporate management. In addition it provides resources and expertise to promote data governance practice and deliver data services including warehousing master data management and business intelligence systems.

Job Purpose

To act as the primary resource to implement support and manage the evolution of technology platforms. The incumbent supports governance processes to manage the technology platforms evolution to ensure optimized alignment with the organizational needs and usages. S/he leads the development of solutions in collaboration with a product lead. S/he monitors the use of the platform to ensure its optimal use. S/he oversees development teams and promotes modern software development methodologies including agile DevOps test automation and CI/CD (continuous integration/continuous delivery). The technology platforms s/he will oversee include Microsoft 365 Dynamics 365 CRM PowerPlatform Azure Serivces and various integrations across the products for different clients. Standardize product set up and data model for efficient reporting and integration. The incumbent reports to a designated International Staff and supervises Administrative Staff.

Responsibilities

Strategy Planning and Client Management

• Acts as the leading resource to implement support and manage the evolution of technology platforms. Represents ITD to clients and coordinates with different parts of ITD on platform delivery and evolution matters.
• Supports governance processes to manage the platforms evolution to ensure optimized alignment with the organizational needs and usages. Promote the use of the platform through training programs.
• Prepares and updates the platform evolution roadmap.

Platform Design and Development

• Analyzes user requirements and defines a development approach in collaboration with the product lead.
• Leads the development process and assists the product development team in meeting the objectives of each sprint/release cycle.
• Monitors release plan and delivery status for portfolio management.

Production Support:

• Executes maintenance service plan in collaboration with product teams including upgrades with in-house or managed service.
• Monitors the use of the platform to ensure its optimal use and that ensures privacy and information security requirements are met.
• Coordinates with product lead to ensure correct and efficient operations of application systems on the platform. Responds to and resolves major and critical incidents swiftly.
• Ensures that clients and stakeholders are informed of the status of the platform. Regularly submits reports on progress status including problems encountered and resource requirements of assigned application systems.

Management and Administration:

• Performs capacity planning to ensure the team has the resources and skill sets to meet the increasing demand from the business community.
• Assigns the work and supervises the work of the assigned staff and contractors leads staff development efforts. Coaches mentors trains team members and ensures the overall quality of their work.
• Manages and evaluates the performance of reporting staff provides clear direction regular monitoring and feedback on performance.
