Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Records Management and Corporate Services office is seeking a Policy and Forms Analyst for a contract position. This role is responsible for supporting the development implementation and maintenance of corporate policies processes and forms. The analyst will collaborate with business groups as they create or update corporate policies ensuring alignment with organizational standards and requirements.
What will I be doing
- Responsible for the implementation of the Corporate Policy and Standards Framework including by administering training and developing support materials (e.g. tipsheets guidelines etc.).
- Guides internal stakeholders through the policy lifecycle including by supporting business groups during the development/updating of corporate policies providing analytical expertise providing historical policy information and providing expertise on policy development best practices.
- Provide guidance and expertise to internal stakeholders regarding policy development best practices and corporate policy requirements (e.g. clarifying appropriate approval bodies guiding teams through internal processes providing templates etc.).
- Performs administrative review of draft policy documents within identified timeline.
- Research develop and analyze policies documents and recommend updates to appropriate policy stakeholders.
- Develop high-quality materials (presentations reports briefing materials etc.) for presentation to senior management as needed.
- Perform policy research (e.g. literature review jurisdictional scans industry best practice etc) as appropriate and summarize findings to support evidence-based decision-making.
- Support Program Manager to identify and align internal stakeholders on specific topics as appropriate (e.g. identifying groups developing concurrent policies on the same topic).
- In consultation with the Team maintain the corporate policy manuals including flagging policies for review and providing guidance relating to assigning policy numbers.
- Act as primary contact for all policy requests and perform required activities to support request (e.g. providing templates and historical documentation etc).
- Responsible for cataloguing and organizing historical corporate policy & forms documents in appropriate files (digital and paper).
- Administer the centralized inbox(es) including associated tracking.
- Organize and maintain Teams internal files including organizing legacy information and hardcopy files.
- Provides interpretation of research and/or data for decision-making as required.
- Performs policy research tasks as required for senior management.
- Supports individuals and internal working groups to provide expertise and advice in the development implementation and maintenance of corporate policies and represent the team on committees as required.
- Works with the Team to develop processes and procedures to support Teams business activities.
- Maintains tools required to support the administration of the Team (e.g. inventories tracking history etc).
- Communicates with Program Manager about anticipated expenses so they can be budgeted for appropriately.
What Skills and Qualifications Do I Need
- Completion of a degree in Public Administration Public Policy Political Science or a combination of education training and experience deemed equivalent.
- Demonstrated progressive experience/training in policy analysis policies administration and/or oversight and/or process mapping.
- Knowledge of policy development analysis and administration including techniques and best practices.
- Analytical and problem-solving skills to identify issues anticipate adverse effects risks and potential problems and develop solutions.
- Understanding of government decision-making processes to support the development of policy program and planning initiatives and projects.
- Strong interpersonal and communication skills to liaise effectively with all levels of staff and peer organizations.
- Excellent research and analysis skills and attention to detail; experience acquiring data and information from a variety of sources integrating information from different sources and synthesizing findings.
- Excellent organization and time management skills to support multiple requests and/or concurrent operational activities within identified timeframe.
- Verbal and written communication skills to prepare and present documentation reports briefing materials training/education materials as required.
- Knowledge of the public transportation sector and related legislative and regulatory structures an asset.
