*THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $60428.00*

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

The Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety permanency and well-being for children in foster care.

Provider Agency Collaboration and Engagement (PACE) is primarily focused on individual case specifics working with provider agencies stakeholders and other ACS Divisions to assist young people and families involved in the foster care system and help resolve any issues that may arise. The primary goal of the Vital Records to ensure that youth in foster care have vital documents such as Social Security Cards/Numbers and birth certificates- including corrected/amended birth certificates birth certificates from NYCs jurisdiction out of state and internationally. The Vital Record unit provides Social Security numbers and cards for permanency planning purposes as well as for foster parents who request them for tax purposes addition the unit is responsible for processing requests for childcare vouchers by determining the eligibility of foster parents and children on trial discharge as per state regulations.

The Vital Records and Childcare Specialist is expected to perform the following:

- Manages Childcare referral process

- Determines Childcare referral application eligibility via: Confirmation that youth is residing in the foster parents home checking that information provided in referral application matches data in Connections collect required supportive documentation to confirm citizenship

- Liaise with Child and Family Well-Being about eligible families for childcare vouchers

- Provide customer service to the foster care agency for childcare requests

- Coordinate Birth Certificate Requests

- Monitor the Birth Certificate Mailbox for new requests

- Reviews requests for duplication of submission and processing

- Reviews corrective/amendments name packages prior to submission to DOHMH

- Reviews foundling and delayed registration birth certificate packages prior to submission to DOHMH

- Process out-of-jurisdiction birth certificate requests for youth in care

- Process death certificates as needed for foster care cases

- Provide technical assistance to foster care provider agencies about the steps required to obtain a foster youths birth certificate

- Provide technical assistance to foster care provider agencies about the steps required for obtaining a childcare voucher

- Troubleshoot inquiries and concerns regarding the status of Child Care vouchers and Birth Certificates

CHILD WELFARE SPECIALIST - 52369


Qualifications :

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in one or a combination of the following fields: social work psychology sociology human services criminal justice education (including early childhood) nursing or cultural anthropology with at least 12 of these credits in one discipline.

Requirements for Assignment Level II
a. Upon satisfactory completion of six months of training and experience at Assignment Level I an employee shall be assigned to Assignment Level II.
b. Upon completion of one year of satisfactory experience at Assignment Level II of Child Welfare Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.
c. To be appointed directly to Assignment Level II a candidate must have in addition to meeting the minimum qualification requirements set forth above one year of satisfactory child welfare casework experience.
