BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In January 2025 the Government of Indonesia launched the Makan Bergizi Gratis or Free Nutritious Meals Programme (FNMP) a transformative flagship programme to invest in the human capital of its young generation supporting the Golden Indonesia 2045 vision and the goal of achieving 8 percent economic growth by 2029. It is designed to tackle multisectoral development challenges by improving nutrition health and education boosting local agricultural production strengthening food systems and reducing poverty.

The programme aims to reach 83 million beneficiaries by 2026 including infants pregnant and breastfeeding women and school-aged children. The Governments progress has been swift over 14000 kitchens have been established in the first eleven months providing meals to over 42 million beneficiaries.

WFP is committed to supporting the Government of Indonesia to enhance the sustainability effectiveness and impact of FNMP by strengthening institutional capacities providing tailored technical assistance and augmenting implementation capacities to achieve long-term improvements across education nutrition and the local economy.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the overall supervision of the Deputy Country Director the TA Lead/Head of School Meals will lead the WFP Country Office efforts in supporting the delivery of the technical package of support agreed with the government as well as explore technical assistance areas for any emerging needs related to the national programme. This will also entail supporting the WFP Country Office in high-level engagement with the Government and key stakeholders engaged in school meals and nutrition in Indonesia playing a convenors role to support multi-sectorality of the school meals programme as well as enhancing engagement of wider range of stakeholders in support of the programme.

The TA Lead/Head of SM will report to the WFP Indonesia Deputy Country Director and will also be required to work within the global School Meals Accelerator (SMA) team at WFP HQ to ensure consistency and alignment of the overall approach and coordination with partners at global level.

The TA Lead/Head of SM will carry out the following activities with guidance from the CO Regional Bureau Bangkok and HQ:

  • Organize key events to define and streamline stakeholder support: Plan and execute events to support the government in streamlining stakeholder support for the national school meals program. This includes full logistical planning preparing agendas and materials coordinating with speakers and reaching out to relevant participants follow-up actions and organizing subsequent events and activities as required.
  • Support the delivery of the technical package as agreed with the Government and strategic partners while addressing any on-demand emerging needs that may arise in 2026 requested for by the Government and in alignment with WFPs priorities and goals.
  • Lead the design and implementation of pilot kitchen models to demonstrate proof of concept and translate lessons learned into actionable recommendations for the Government thereby strengthening the national programme. This includes facilitating the co-creation of the model jointly with the respective Government entities relevant partners and stakeholders (including by engaging the education stakeholders) as well as the strategies for institutionalization of the model into national systems.
  • Lead WFPs efforts to integrate fortified rice into the national programme by finalizing the implementation strategy securing consensus from relevant government counterparts and overseeing the execution of agreed activities.
  • Provide oversight for WFPs Social and Behavior Change Communication (SBCC) initiatives particularly the Integrated Primary School Nutrition (IPSN) approach ensuring the effective implementation and delivery of all agreed activities.
  • Participate in existing partner coordination groups related to the programme including education nutrition fortification and any related groups to ensure coordinated efforts and avoid overlaps. Support resource mobilization through proposal development for the WFP country office for school meals programme.
  • Lead the liaison between the CO RBB and the HQ-based team to define and support introduction of the collaborative model (between partners and funders supporting school meals in Indonesia Global Partnership for Education Rockefeller CoE School Meals Coalition initiatives etc.) contextualized based on the Indonesia context and Government priorities and timelines.
  • Support in laying down the foundation for the implementation of the Technical Assistance Facility the incumbent may be required to support the country office along the following areas: Lead/support consultative process engaging all relevant actors in the country and ensuring multi-sectorality to identify priority actions in the immediate mid- and long term.
  • Support the Country Office in developing and maintaining potential partnership engagements that leverage on the expertise provided by partners to address capacity needs gaps and support the scale-up of the national school meals programme implementation.
  • Facilitate and maintain strategic partnerships to leverage expertise for addressing capacity gaps engaging new stakeholders and supporting the scale-up of the national school meals programme. Act as a trusted convenor through direct engagement with government and partners providing technical advice and fostering collaboration to promote learning and coordinated action.
  • Provide technical advice and/or mobilize technical expertise (in collaboration with other WFP Country Office teams the WFPs Regional Bureau Headquarters School Meals Coalition Initiatives and partners) on a wide range of school meals related programme and policy issues to support the Government.
  • Support WFP Country Office leadership in defining and identifying advocacy opportunities and support the preparation and implementation of the key advocacy activities and messaging.
  • Prepare timely and quality analytical reports publications and information products and work closely with the Communications and Partnerships team for effective dissemination. Systematically produce quality documentation to track the implementation of the school feeding programme so that the broader technical assistance and WFP-specific experience contributes to building sectoral knowledge and best practices in the area of school health and nutrition.
  • Closely monitor the budget and expenditures related to the activities to ensure the best use of resources to achieve objectives within a moderate budget.
  • Perform any other duties that will support implementation of the strategic technical assistance in Indonesia.
