SUMMARY

This position based in Storm Water Services Construction & Utilities Division is a senior level engineering position requiring expert knowledge in all aspects of stormwater infrastructure and constructability. This position is involved in providing technical expertise and guidance for storm drainage improvement projects and Storm Water Staff. Additionally this position is responsible for performing constructability reviews of project plans and specifications quantity takeoffs and line-item pricing. This position will focus on major storm drainage improvement projects with estimated project cost exceeding $1M.

Offering Salary:$98289.00 - $109209.99/yr. Commesurate with Experience

Major Duties and Responsibilities

  • Performs comprehensive reviews of engineering plans and specifications to identify potential constructability issues and provides recommendations on practical solutions to ensure project feasibility.
  • Performs construction cost estimates and quantity take-offs for various scopes of work verifying line-item costs to ensure engineers estimates are accurate and measurement/payment specifications are accurate and relevant.
  • Serves as a subject matter expert for standards and specifications as they relate to constructability of storm drainage improvement projects.
  • Mentor and provide high level technical guidance and instruction to Storm Water staff.
  • Develop and implement activities to improve the teams processes work practices and performance.
  • Collaborate with Engineering and Design Division to resolve constructability related issues using strong interpersonal skills with the ability to apply conflict resolution techniques and positive solution development.
  • Facilitate cross-divisional coordination and collaboration through a proactive solutions-driven approach.
  • Work with Procurement to review all related contract documents and addendums for advertised projects and provide input as needed on behalf of the division to satisfy all inquiries.
  • Provides input during the development and updating of stormwater specifications policies and procedures.
  • Attends public meetings and presentations to serve as an expert resource for construction on behalf of Storm Water Services.
  • Provides input on engineers estimates to ensure that all storm drainage improvement projects are in line with budget expectations.
  • Serves as a resource for the Construction and Utilities Division during real estate and utility coordination phases to ensure constructability concerns are considered.
  • Attend pre-construction meetings/conferences as needed to support project implementation.
  • Performs other duties as assigned.

Knowledge Skills & Abilities

  • Technical competence in the areas of construction and constructability engineering and stormwater principles.
  • Ability to read and interpret construction drawings specifications and contracts.
  • Proficient in applying local and state standards with constructability principles and methods.
  • Excellent written and verbal communication skills with the ability to communicate information to technical and non-technical audiences.
  • Proficient in problem solving skills for resolution of storm drainage improvements and be able to lead staff regarding these principles.
  • Ability to plan prioritize and complete assignments with minimal supervision.
  • Ability to interpret analyze prepare and explain complex technical reports data technical specifications and recommendations.
  • Requires ability to work cooperatively with other City departments and the public.
  • Ability to mentor and train staff and provide training on major project review strategies and techniques.
  • Ability to make effective decisions by systematically evaluating options (Critical Thinking).
  • Proficiency in Adobe Bluebeam and Microsoft Office Suite

Preferred Qualifications:

  • Licensure as a Professional Engineer in North Carolina.
  • 7 10 years of construction or project management of municipal capital improvement projects.
  • Experience coaching and mentoring staff with the ability to align development efforts with organizational strategic plans.

Minimum Qualifications

Bachelors Degree in Civil Engineering or Construction Management and five (5) years of relevant work experience in civil engineering or municipal capital improvement projects.

CONDITIONS OF EMPLOYMENT
