Job Description

To serve as a professional staff member of the Indiana State Police whose primary responsibility is to manage the Regional Dispatch Centers facilitate quality communication services and ensure the best available response to the needs of public safety.

Job Duties

General Responsibilities

  • Work directly under the supervision of the commander of the Dispatch and IDACS Services Section.
  • Manage and oversee personnel assigned to the Regional Dispatch Center Unit.
    • Work with HR on allotment for shortages and movement of positions for mission critical movement of positions (as needed)
  • Prepare and manage equipment request for each of the Six RDCs to include maintenance contracts involving SOJs and daily mission critical equipment for Dispatch.
  • Evaluate manage and schedule maintenance for communications systems and equipment including but not limited to mobile portable and fixed radio consoles.
  • Supervise and evaluate the performance of assigned personnel.
  • Manage Communications external/internal correspondence.
  • Set standards of performance within the Regional Dispatch Center Unit.
  • Set Communications goals and evaluate goal achievements.
  • Manage Regional Dispatch Center Units long-range and short-range plans.
  • Establish priorities within the Regional Dispatch Center Unit.
  • Manage new program development and resources within the Regional Dispatch Center Unit.
Specific Duties
  • Coordinate the work effort within the Regional Dispatch Center Unit.
  • Ensure that required reports are prepared and submitted to Command as appropriate.
  • Gather and file performance appraisal material and produce appraisals of employees as directed by the commander of the Criminal Justice Data Division.
  • Serve as the liaison with IPSC on radio issues.
    • Attend quarterly IPSC Board Meetings.
    • Attend quarterly State Interoperability Executive Board meetings and be a current executive member.
    • Attend IPSC Technology Working Group Meeting
    • Attend IPSC COML working group meetings conducted quarterly.
  • Provide staff support to the commander of the Criminal Justice Data Division.
  • Serve as the liaison with Motorola Radio Solutions
    • Primary QPA vender for ISP and maintain relationships for quotes and updates for ISP.
  • Coordinate with the commander of the Criminal Justice Data Division on recommendations related to other systems such as records management system (RMS) computer aided dispatch (CAD) geographic information systems (GIS) etc.
    • Be active user of ISP Mobile CAD.
    • Coordinate with the commander of the Criminal Justice Data Division on proposed software updates or changes to RMS/CAD to ensure continuity of operations.
  • Communication Programming for portables mobiles consolettes and Logging NICE System
    • Maintain System Keys for ISP Radio Programming.
    • Update software for Motorola Systems listed above.
    • Coordinate training for personnel authorized to act as radio programmers
    • Maintain up to date data from radio programming to AWARE Solutions to Logging and P25 System and end user.
    • Attend users meeting to maintain certifications.
    • Skill set to install mobile unit into ISP Commissions.
    • Point of contact for authorizing mobile radios into admin vehicles.
    • Point of contact for final authorization for DES SWAT SWAT Command DES Covert and SWAT Covert.
  • Coordinate communications projects with appropriate command staff.
  • Coordinate with the Field Support Services Section the ordering and appropriate stocking levels of all related communications equipment and supplies needed for Department operations.
    • Help establish min/max for need parts for ISP Radio Supplies.
  • Make public appearances on behalf of the Department to Communication organizations.
    • Indiana 911 Systems
    • Donut County Systems meetings-Marion Hendricks Hamilton Boone Morgan Shelby Speedway and Lawrence.
    • Quarterly 911 Indiana 911 Meetings when required.
    • Annual Indiana 911 Director Summitt Meeting-attend.
  • Manage ISP Training that is provided by Indiana 911
    • Books are ordered and paid for by Indiana 911 Board
    • Rosters are maintained by Indiana 911 Board
    • Recertification is paid for by Indiana 911 Board
    • Training Requests are provided to ISP Training to provide Housing for those that need it and Per Diem.
  • Serve on interview committees.
  • Serve as a member of various committees relating to communication issues.
  • Counsel and discipline employees write and review performance evaluations.
  • Prepare Communications budget requested by obtaining quotes and documentation for ISP needs.
  • Address communication issues with technical personnel.
  • Comply with applicable Department Rules Regulations and Standard Operating Procedures.
  • Perform other duties as required.

Job Qualifications

  • Bachelors degree or higher preferred but years of of experience can substitute.
  • 10 years of experience as a director/commander of or served in a supervisory capacity in communications at a law enforcement agency with a minimum of 2000 radios.

  • COML minimum NIMS designation with the knowledge and ability to restore a large COMS system in the event of a P25 system outage.
  • Motorola CPS certification with the knowledge and/or ability to create radio templates for portable radios mobile radios and console radios.
  • Proficient knowledge of the IPSC P25 system microwave system towers and related equipment.
  • Proficient knowledge of the non-IPSC radio systems throughout the state that require interoperability and the needs to maintain them.
  • Ability to develop and maintain professional relationships with communications directors for other agencies and with vendors.
  • Ability to testify with knowledge in front of government committees or judicial proceedings.
  • Proficient in Microsoft Office applications.
  • Proficient knowledge of systems and programs used by Indiana State Police Regional Dispatch Centers.
  • Ability to attend meetings trainings and conduct site visits throughout the State of Indiana.
  • Ability to work outside of normal business hours when required.
  • Ability to sit on various communications related boards as required.
  • Valid driving privileges.
  • Successfully pass a background investigation and criminal history check.
