WHAT YOU WILL DO

The primary purpose of this position is to ensure the Agency has effective data management and data governance (DG) plans that are being implemented and tracked. The person in this position will create policies and procedures for how people interact with share and use data within OHCS. They will lead work on completing and maintaining the Agencys data inventory and they will ensure we have written documentation on our data collection cleaning and reporting methodologies. OHCS navigates multiple data systems for multiple programs and the Data Governance Officer (DGO) will work to streamline data collection and database management alongside program staff. The DGO will develop strategy for advancing agency data management and use practices to ensure the agency can sufficiently meet evolving data and information needs.

The position will serve as an agency operational consultant and subject matter expert and advisor on emerging best practices governance strategy and service provision related to data. The position works closely with the OHCS Chief Information Officer (CIO) Agency leaders and management teams to align business and data initiatives and contribute to other related agency strategic planning and implementation efforts. This position will counsel agency leadership regarding areas where data and information management improvements policy decisions and direction are needed.

The DGO will serve as the point of contact for all Data Stewards across the Agency and a data governance (DG) subject matter expert for OHCS facilitating various aspects of DG processes and co-leading the Data Governance Committee with a member of the IS addition to supporting internal DG processes the DGO will also act as a representative for the Oregon Data Steward Council. As a representative of the Oregon Data Steward Council it is the DGOs responsibility to stay up to date with state-level requirements to determine changes that may arise related to their role. To successfully complete this role the DGO will work closely with the State Chief Data Officer (CDO) to ensure OHCS remains in compliance with state-level requirements and expectations. The DGO will also function as OHCSs Open Data Coordinator working to ensure that OHCS meets Open Data Standard requirements for Oregons state agencies such as biennial data inventory open data plan documentation and data submission to the Open Data Portal. This will include regular contact with the Open Data staff affiliated with the CDOs office and attending regular Open Data Coordinator meetings. The DGO will provide leadership to business areas within the agency in applying data management and governance best practices and will play a key role in aligning data governance with broader agency strategy. This position also requires an individual to have skills necessary to work with internal and external partners to build DELCs capacity in the area of data justice and work collaboratively to enact equity-focused improvements to DG policy and processes over time.

MINIMUM QUALIFICATIONS

A Bachelors Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures and one year experience using computerized applications to independently gather compile and analyze data and prepare narrative or statistical reports.

Four years of research experience using computerized applications to independently gather compile and analyze data and prepare narrative or statistical reports.

In addition to the above requirements some positions require one or more of the following:

Experience in using trends such as social economic or industrial to do analytical research

Experience using advanced statistical or quantitative analysis computer applications

College-level course work in advanced statistics or quantitative analysis such as multiple regression factor analysis analyses of variance and discriminate analysis

  • Understanding computer concepts applications and capabilities including database design elementary programming languages such as SQL and statistical or quantitative analysis software packages as related to research studies.

  • Demonstrated experience utilizing query and reporting and visualization tools such as Tableau Power BI and ArcGIS.

  • Ability to develop educational tools to develop data literacy among non-technical staff.

Oregon Housing and Community Services (OHCS) is Oregons housing finance agency. We provide financial and program support to create and preserve opportunities for quality affordable housing for Oregonians of lower and moderate incomes. Oregon Housing and Community Services (OHCS) provides stable and affordable housing and engages leaders to develop integrated statewide policy that addresses poverty and provides opportunity to pursue prosperity and live free from poverty.

The purpose of the Research Section is to ensure OHCS staff Oregon legislators and the public have a clear understanding of how the work of OHCS helps Oregonians pursue prosperity and live free from poverty and the decisions and policies of the agency are grounded in sound data and research that is conducted with an equity lens. The Research Section is a part of the Directors Office Division.

The Research Section supports the entire agency and has team members focused and embedded within specific program areas. The team consists of Research Analysts and an Economists. The outcome of the quantitative and qualitative analysis performed by the Research Section serves as the basis for how a significant portion of OHCSs resources are allocated and/or awarded. Additionally the Research Section leads efforts to share data across state agencies with local governments and with partner organizations to enable better outcomes for vulnerable Oregonians.

The Research Section leads meaningful research projects that ensure OHCS policy and resource allocation decisions are evidence-based and informed by best practices. The Research Section works to clearly demonstrate the impact the agencys programs have on Oregonians through accessible interactive tools. We are embedded within sections to increase cross-section collaboration and improve data solutions through regular outreach early involvement and integration.

Generally the Research Section has four main areas of focus:

analysis of internal program data analysis of external data on housing and economic issues increase data sharing within OHCS and with a variety of external partners including research institutions local governments and other organizations involved in housing and homelessness work providing equity-centered and research-based recommendations to agency leadership on policy and program design implementation and evaluation
