- Bachelors Degree in Management Commerce Science Planning Engineering Accounting Environmental Science Landscape Architecture or a related discipline

You will be expected to lead a technical and analytical team in project management budget planning forecasting financial reporting and monitoring programs. On a hands-on level this means building and managing the Work Breakdown Structure (WBS) accounting structure for the section leading the development of performance measurement frameworks dashboards reports and KPIs. What will you do
- Lead and Empower a High-Performance Team
- Provide full-scope leadership for a diverse technical and analytical work group including exercising independent decision-making over people finances and operations
- Shape the desired organizational culture by establishing demonstrating and holding others accountable to the commitments of the Department Branch Section and Unit
- Own the talent lifecycle from overseeing recruitment and selection to managing staff issues developing performance plans and leading or supporting disciplinary actions and processes
- Serve as a key member of the Extended Leadership Team actively participating in the development and assurance of strategies in alignment with corporate and departmental goals
- Lead the development and implementation of performance measurement frameworks dashboards reports and Key Performance Indicators (KPIs) to rigorously assess service effectiveness and efficiency.
- Conduct in-depth analysis of performance data collecting and integrating complex information from multiple systems (e.g. SAP Peoplesoft COBS) to identify trends and opportunities for improvement
- Assure the alignment of the teams structure processes competencies and culture to the sections strategic direction
- Oversee budget planning and forecasting determining budget requirements monitoring and managing costs and escalating issues as necessary
- Manage the financial infrastructure for the section including building the Work Breakdown Structure (WBS) accounting managing the creation of work orders and ensuring data integrity and security across reporting activities
- Conduct variance reporting and analysis (labour materials and equipment) and support with financial corrections accruals and adjustments
- Manage position allocation in accordance with the organizational structure and facilitate recruitment by validating budget justifications
- Identify opportunities for process improvement and lead program and section-level projects to enhance operational workflows providing necessary documentation communications and training
- Support asset management across the section and branch by coordinating technical reviews handover inspections for capital projects and participating in annual maintenance plan updates
- Act as a process champion by supporting the 311 team with script reviews proper notification routing and activity tracking
- Coordinate essential business administration functions including supply chain management support managing claims with the Risk Management team and maintaining official documents and internal communication channels
