The candidate will oversee and manage the lifecycle (from inception to completion) and operational aspects of projects and liaises between project management and planning project team and cross functional management. The candidate will provide the support for establishing and overseeing the project Integrated Master Schedule (IMS) must determine priorities ensure risk mitigation activities are successfully managed and establish and execute project milestones review status of projects and budgets manage schedules and prepare status reports and analysis such as critical path and variance analysis. The candidate will assess project issues and develop resolutions to meet productivity quality and customer satisfaction goals and objectives. The candidate will regularly interact and interface with customers.

The candidate will set strategy vision and tactical direction and meet functional commitments including company expectations. This role is responsible for downward communication of top-level project goals objectives and decisions and upward communication of program performance to senior management.

The candidate will manage large scale Operations Capital Appropriation Request as a recognized master within project management. As the project manager candidate will own and develop project execution elements to ensure master phase schedule goals and milestones through the project lifecycle will create operational plans to meet short to medium-term impact on portfolio execution improvement targets will actively mitigation project execution risks before realized with the expectation that candidate share lessons learned to entire portfolio team and will establish new concepts and practices for project execution.

What You Will Do:

• Ensure on-time execution of project through empowerment communication setting expectations developing Integrated Project Team (IPT) leads and set-up of Work Breakdown Structure (WBS).
• Provide leadership to cross-functional IPTs consisting of Operations Engineering Procurement Finance Facilities Security and Program Leadership ensuring successful execution of all commitments.
• Coordinate meetings report cadence and demonstrate leadership ensuring stakeholders engagement to complete their assigned tasks.
• Establish and maintain key project metrics define milestone critical path and monitor adherence to project budget and schedule.
• Cost Account Manager (CAM) for Project Management IPT and other IPTs as needed.
• Monitor and control budget Estimate at Complete (EAC) development analysis presentation and compliance to Capital financial reporting requirements.
• Lead Risk & Opportunity Management Board and develop mitigation plans.
• Lead root cause analyses into cost/schedule performance anomalies.
• Lead the collaboration necessary across functional groups Raytheon Business Units and subcontractors to ensure project success.
• Ensure that functional resources tools and processes are utilized in a consistent way.
• Establish and maintain strong and purposeful relationship with customer subcontractors and cross-functional teams.
• Expect up to 10% travel domestically

Qualifications You Must Have:

• Typically requires a University Degree and a minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience.
• Minimum of 8 years of leadership experience in government defense aerospace or related industry.
• Active and transferable U.S. government issued DoD Secret security clearance is required prior to start date. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance and are authorized to access information under this program/contract.
• Experience working in classified spaces and working within security guidelines.
• Experience with business and project management tools and procedures control account or budget management and with proposal efforts.

Qualifications We Prefer:

• Experience presenting project status issues and resolution plans across all major stakeholders including Raytheon senior management customers and major subcontractors.
• Experience managing and overseeing project management tools such as R/O Management and Cost and Schedule Management.
• Experience with the Estimate at Complete (EAC) process or related process experience.
• Experience leading engineering focused IPTs and with facilities related projects
• Experience with Cost Account Manager Capital Process and Supply Chain Management process and with Least Waste Way

The salary range for this role is 124000 USD - 250000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including but not limited to individual performance business unit performance and/or the companys performance.
