Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized professional and results oriented individual to serve as Personnel Timekeeping Specialist. Responsibilities include leading a team of human resources professionals performing duties relating to employee timekeeping administration evaluating timekeeping data accuracy and validity and liaising with key stakeholders to resolve timekeeping and related payroll issues. This position provides a great opportunity for someone who has a strong knowledge of the Personnel Code and Rules Pay Plan and collective bargaining agreements and is dedicated to ensuring compliance with federal regulations as pertains to human resources. The ideal candidate for this position will have extensive experience reviewing analyzing and correcting employee timekeeping records utilizing Central Time & Attendance System (CTAS) and eTIME and interpreting and explaining State of Illinois timekeeping rules regulations policies and procedures. Essential Functions

  • Under general direction serves as Personnel Timekeeping Specialist for the Illinois Department of Employment Security (IDES)
  • As a journey level professional engaged in complex analytical interpretive and evaluative consultation and determination activities utilizes data and interprets and applies rules regulations contracts policies and procedures to lead employee timekeeping administration activities
  • Serves as designated lead worker
  • Serves as a liaison to agency payroll administrators
  • Leads preparation maintenance and storage of a variety of confidential timekeeping personnel and other human resources logs records and files
  • Provides training and technical guidance to management supervisory and other agency staff
  • Keeps abreast of changes related to human resources program policies and procedures including but not limited to changes affecting timekeeping and related personnel and/or payment transactions
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Specialized Skills

  • Requires two (2) years of professional experience in State of Illinois timekeeping processes
  • Requires two (2) years of professional experience interpreting timekeeping rules regulations processes and policies to provide advice and guidance to management and staff
  • Requires two (2) years of professional experience reviewing analyzing and correcting employee timekeeping records utilizing Central Time & Attendance System (CTAS) and eTIME
  • Requires one (1) year of professional experience providing timekeeping training

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to four (4) years of college
  • Requires two (2) years of professional human resources experience

Preferred Qualifications

  • Two (2) years of professional experience in State of Illinois timekeeping processes or similar timekeeping processes
  • Two (2) years of professional experience interpreting timekeeping rules regulations processes and policies to provide advice and guidance to management and staff
  • Two (2) years of professional experience with timekeeping related systems such as Central Time & Attendance System (CTAS) and eTIME or similar automated timekeeping processing and management systems
  • One (1) year of professional experience providing timekeeping training
  • One (1) year of professional experience auditing or analyzing timekeeping data for accuracy compliance or reporting purposes
  • One (1) year of professional experience collaborating with payroll HR or IT staff to resolve timekeeping or personnel systems issues

Conditions of Employment

  • Requires an Illinois State Police background check and self-disclosure of any criminal history.
  • Requires ability to travel in the performance of duties with overnight stays as appropriate.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires use of an agency supplied laptop.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing or involves sitting most of the time with some pushing and pulling of arm or leg controls.
  • Requires ability to attend seminars conferences and trainings to stay current on methods tools ideologies or other industry related topics relevant to the job duties.
