Primary Purpose of Role
The Referee Coach and Development Officer (RCDO) will be responsible for the growth development and support of referees within their allocated Football Queensland (FQ) region. Although the role is advertised as Bundaberg-based the successful applicant may reside in Hervey Bay Maryborough or Bundaberg with work delivered across the wider Wide Bay Region. The role places particular emphasis on referee culture education and coaching while also contributing to referee appointments for junior and senior fixtures. The successful candidate may periodically be required to collaborate with other regions and/or FQ Referee Support Officers.
This role directly supports the 2023-2026 Football Queensland One Football Strategic Plan Anytime Anywhere delivering key outcomes under the strategic pillars:

- Achieve a target of 3600 referees statewide
- Recruit 1250 additional female referees
- Evolve the FQ Referee Strategy and enhance the Referee Academy to increase referee numbers quality and pathways

Role Responsibilities
1. Project Program Planning & Delivery
- Provide ongoing support to referees across the region.
- Manage and coordinate Referee Mentors and Match Day Coaches to deliver development outcomes.
- Promote a culture of respect within the football community for match officials.
- Advocate for increased participation of female and Representative Pathway League (RPL) match officials to enhance diversity.
2. In Collaboration with the FQ Referee Department
- Lead regional implementation of FQs referee recruitment and retention strategies.
- Promotoe and deliver referee education programs aligned with the FQ Match Officials Curriculum.
- Conduct referee accreditation courses and support the delivery of fitness training and coaching programs.
- Review assessments and provide constructive feedback to referees.
- Assist referees with administrative requirements in Squadi where required.
- Maintain accurate referee panels and provide updated lists to FQ Referee Department and Appointment Officers monthly.
- Undertake match-day coaching and mentoring to enhance referee engagement and retention.
- Ensure referees comply with all relevant regulations policies and codes of conduct.
- Carry out additional duties as directed by the FQ Referee Department.
3. Communication (Internal)
- Provide weekly reports to the FQ Manager Officials Strategy.
- Distribute timely communications to referees mentors and match day coaches.
- Support logistical arrangements for match officials attending tournaments.
- Share updates regarding course development coaching materials and relevant operational information.
- Support stakeholders with guidance relating to the Laws of the Game (LOTG) and Club Referee Assessment processes.
Key Performance Measures
- Growth and improved retention of match officials through enhanced engagement and support.
- Consistent delivery of accredited courses workshops and seminars to elevate referee education.
- Effective and aligned coaching of match officials in accordance with FQ curriculum.
- Identification and development of talented referees progressing to the FQ Referee Academy.
- Enhanced referee culture and behaviour across the region.
- Accurate and timely reporting to the FQ Referee Department.
Key Selection Criteria
- Preferred qualifications skills and experience include:
- Current Level 3 Referee Instructor and Assessor (or willingness to obtain).
- Strong understanding of the football landscape within the region.
- Demonstrated maturity and experience engaging with football stakeholders.
- Proven leadership and team management skills.
- Experience coaching referees using established curriculums and frameworks.
- Ability to prioritise multiple tasks and work effectively both independently and collaboratively.
- Strong administrative organisational written and verbal communication skills.
- Competency with Microsoft Office applications and social media platforms.
- Availability to work evenings and weekends as required.
- Ability to travel domestically for job-related duties.
- Valid working with Children Check Drivers Licence and reliable vehicle.
- Valid Level 3 Futsal Referee accreditation (or willingness to obtain).
