Job Summary

Description

The Norwegian Refugee Council (NRC) is reinforcing its presence in North-East Ukraine and establishes an Area Office based in Kharkiv. The Area Office North - East (AONE) will become a new area office scaled up from the current Kharkiv Field Office and will start being operational in the first half of 2026. The Area Programme Manager will take an active part in this scale up.

AONE will cover regions of Kharkiv and Sumy where current Field Office (FO) in Shostka will in first half of 2026 structurally move to be under new Kharkiv AONE.

The key sectors of intervention covered by the North-East area office will include Shelter Information Counselling and Legal Assistance (ICLA) Protection from Violence Education and emergency response through cash assistance.


ThispositionsupportsNRCUkraineAreaNorth-Eastprogramminginthedevelopmentcoordination quality control and implementation of the Country Office and Area office M&E system in practice.

Planned start date is February 2026.

This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.



Responsibilities

  2. ProvidetechnicalsupportontheimplementationofM&EplansandguidelinesattheAreaof Office level

  3. SupportM&ECoordinatoronestablishingandmaintainingM&Esystemsandstandardising M&E system across projects

  4. PrepareanddevelopstatusandprojectreportsasbymanagementdonorsNRC Country Office Regional Office and Head Office

  5. Ensureproperfilingofdocuments.

  6. Ensure efficient working relationships with a wide range of different interlocutors (programmeteamsM&EUnitotherNRCUkrainedepartmentsNGOscivilandmilitary representatives);

  7. AdheretoNationallegislationandNRCpoliciesregardingtheadministrationprotectionof private information data protection and data-sharing.

  8. SupporttheM&EDepartmentinnewinitiativesshouldtheseariseduringtheemployment period and share ideas for technical improvement

  9. Contributetotheidentificationofand designingofprotectionresponsetoidentifiedrisks and needs in the context of the program implementation

  10. Contributetolearningfromexperienceandevidence andsupporttheprogrammeteamsin improving the quality of NRC Ukraine work.

Specificresponsibilities

  • EnsurethatProgrammeM&EWorkPlansM&EMatricesandIndicatorTrackingTablesare developed and up to date.

  • SupportandcontributetothedevelopmentofadatamanagementsystemforM&Eactivities and reporting.

  • Supportindevelopingdatacollectionmethodologyandtoolsandinactualdatacollection.

  • LeaddatacollectiondatamanagementanddataanalysisaccordingtotheCOM&ESOPand program needs.

  • EnsureclearinformationflowsbetweenprogrammesandM&EDepartment.

  • ContributetobudgetplanningforM&Eactivitiesandensureitstrackingincludingupdating and implementation of spending plans.

  • Ensurethatmonitoringdataarereportedinatimelymannertotherelevantreporting systems/tools such as GORS ITT etc.

  • DelivertrainingsessionsforprogrammestaffonM&Etechnicalaspectsandtoolsinlinewith responsibilities as needed.

  • Supportandfacilitatesessionstoreview/interpretprogrammeM&EdatawithrelevantNRC program staff.

  • Replytogeneralinformationrequestswithaccurateandtimelyinformation.

  • Supportandcontributetothedevelopmentandmaintenanceofcomplaintsandfeedback mechanism as needed.

  • MaintainaccuratedocumentationrelatedtotheM&Esystem(e.g.monitoringreportsdata collection tools/methodologies indicator profiles M&E Matrices/Work Plans documented calculations of indicators) and ensure its proper filing.

  • SupportinimplementingotherM&Eactivitiesasneeded.

  • PerformanyothertasksasrequestedbytheM&ECoordinator



Qualifications
  1. Professionalcompetencies

  • Experience of at least 2 years experiences from working in M&E in a humanitarian/recovery context

  • Previousexperienceworkingincomplexandvolatilecontexts

  • Documentedresultsrelatedtothepositionsresponsibilities

  • Goodunderstandingofdataandinformationneedsforprogrammedmanagementand decision making

  • Strongdatainterpretationskillsanddatapresentation

  • ProficientinMSOfficepackages(ExcelPowerBI etc.)
